Only one source:
Truck Enterprises, Inc. is the only authorized Kenworth dealer capable of delivering the required Kenworth T380 cab and chassis with the specified Cummins ISB6.7 Euro V diesel engines as a separate component, a critical requirement for ensuring reliable vehicle performance in environments where DEF systems are prone to various risks. Additionally, Truck Enterprises, Inc. is uniquely positioned to perform all required upfitting services, enabling a fully integrated, mission-ready solution that aligns with current fleet standards.
This requirement is driven by urgent operational needs stemming from increased mission tempo and a current fleet that is aging and insufficient to meet growing demands. Procuring these vehicles from another source would introduce significant operational risk. Other vendors can only provide standard configurations, which would require the Government to remove and replace the engine post-delivery and separately contract for upfitting services. This fragmented approach would increase costs, delay fielding, and introduce technical compatibility issues ultimately degrading mission readiness.
Sole sourcing this procurement ensures the rapid delivery of vehicles that meet all mission, transport, and configuration requirements while maintaining continuity with the existing fleet. Any delay or deviation from this approach could jeopardize the Government's ability to meet operational timelines, support critical missions, and ensure the safety of protectees.
Brand Name:
Cummins ISB6.7 Euro V diesel engines:
This specific brand-name diesel engine is required because it does not rely on Diesel Exhaust Fluid (DEF). Standard diesel engines, including those offered with the Kenworth T380, use DEF systems to comply with emissions regulations. However, DEF-based systems present significant operational risks, including: freezing issues in cold climates that can disable or delay vehicle operation, logistical challenges in potentially acquiring, transporting, and storing DEF, and overall reduced reliability, as DEF system failures can force vehicles into limited performance modes during critical mission execution.
Non-DEF diesel engines also possess the capability to run safely and efficiently on lower-grade diesel fuels commonly found in international locations. Unlike modem DEF-equipped engines that require ultra-low sulfur diesel (ULSD) to avoid damaging emissions systems, non-DEF engines are more tolerant of variable fuel quality. This flexibility is critical to ensure continued vehicle operation in areas where fuel standards cannot be guaranteed.
Kenworth T380 medium-duty trucks:
This specific brand-name truck chassis is required due to its superior towing capacity and specific dimensional specifications. Compared to competitors, the Kenworth T380 offers a significantly higher towing capacity of 33,000 lbs., enabling the transport of greater quantities of protective equipment per vehicle. This efficiency reduces the number of vehicles required, optimizing mission support and resource utilization. The T380's dimensional specifications allow it to operate within all spaces/mission environments encountered by the USSS, including rolling on and off C-17 and C-9 aircraft without the need for additional assistance ( e.g., ramps, hydraulic systems, or external loading equipment). Additionally, this cab/chassis meets United States Air Force (USAF) cargo certification requirements and is the currently fielded platform within the USSS Special Purpose Protective Equipment Delivery Fleet. Standardizing on this chassis ensures compatibility with existing systems and supports fleet uniformity, maintenance efficiency, and mission continuity.
Mission impact if the requirement is not solicited for the aforementioned brand names:
If the requirement is not solicited for the specified brand-name Cummins ISB6.7 Euro V diesel engines and Kenworth T380 chassis, the Government risks acquiring vehicles that do not meet mission-critical performance, reliability, and compatibility requirements. Alternate diesel engines may rely on DEF systems, which are prone to freezing, supply chain limitations, and performance degradation-issues that can disable vehicles during critical operations. Additionally, alternative truck chassis do not meet the dimensional and towing specifications necessary to operate within existing infrastructure, including rolling on/off C-17 and C-9 aircraft without additional equipment, or meeting USAF cargo certification standards. Deviating from the current fleet standard would also introduce logistical burdens, increase maintenance complexity, and potentially delay deployment timelines. These risks would result in operational gaps that could compromise the safety of personnel and disrupt the timely transport of mission essential equipment.
Compatibility to existing systems or equipment:
The USSS's current Special Purpose Protective Equipment Delivery Fleet consists ofKenworth T380s with Cummins ISB6.7 Euro V diesel engines. These units meet strict towing and dimensional requirements and have proven effective in transporting protective equipment. With the USSS expanding mission and increased operational tempo, additional vehicles

Simplified Procedures for Certain Commercial items for procurements exceeding the Simplified Acquisition Threshold (SAT) pursuant to FAR Subpart 13.5, including Brand Name Template are needed. Standardizing on the same engine and chassis ensures compatibility with the existing fleet, supports maintenance efficiency, and preserves mission continuity across domestic and international operations.
The USSS currently utilizes a fleet of Special Purpose Protective Equipment Delivery vehicles, including the Kenworth T380 medium-duty trucks equipped with Cummins ISB6.7 Euro V diesel engines, which have been fully validated for mission use. These vehicles were selected based on their high towing capacity, optimal dimensions for air transport (C-17 and C-9 compatibility without additional equipment), and compatibility with USAF cargo certification standards. The combination of the Kenworth T380 chassis and the specific Cummins ISB6.7 Euro V diesel engine is critical to maintaining operational consistency and fleet performance.
The need to expand this fleet is driven by increased mission demands, aging existing assets, and growing logistical requirements. Procuring a different engine or truck chassis would introduce multiple mission risks, including:
• Logistical inefficiencies caused by mixed fleet platforms (maintenance, parts, training)
• Deployment delays due to non-standard dimensions or non-compliant airlift profiles
• Potential operational failure in environments where standard DEF engines may freeze, degrade, or require logistical support not guaranteed in international locations
Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller:
Truck Enterprises, Inc. is one of several authorized Kenworth dealers in the region capable of supplying the Kenworth T380 cab and chassis. However, while other authorized dealers can only provide the T380 with standard, pre-configured diesel engines, Truck Enterprises, Inc. is the only identified source with the capability to deliver the Cummins ISB6.7 Euro V diesel engines as a standalone component, separate from the chassis build. This flexibility is essential to meet the Government's customized but commercially available configuration requirements.
Additionally, Truck Enterprises, Inc is uniquely positioned to perform all required upfitting services, allowing for a seamless integration of the custom engine and mission-specific modifications to the chassis. Other dealers either lacked the ability to provide the engine separately or could not provide upfitting services, introducing potential schedule risk and added costs.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under
FAR 5.202 applies.
Per FAR 5.102(a)(6), this brand name justification will be posted with the solicitation. No exceptions under 5.202 apply.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated costs to the Government are anticipated to be fair and reasonable, based on comparisons with prices derived from market research. Budgetary estimates provided by Truck Enterprises, Inc., along with published pricing for complete Kenworth T380 units (including chassis and engine assemblies) from online sources (for a new 2025 Kenworth T380), were used to develop an Independent Government Cost Estimate (IGCE). This estimate details the potential costs for acquiring and upfitting four (4) special-purpose protective equipment delivery vehicles.
8. Description of market research.
Market research was conducted to identify potential sources capable of meeting a critical requirement for four ( 4) fully built Kenworth T380 medium-duty trucks integrated with Cummins ISB6.7 Euro V diesel engines and tailored upfitting to support specialized operational needs. Market research included a review of the Kenworth website to identify all authorized and certified dealers within a 150-mile radius of the NCR, followed by direct outreach via phone to identified dealers. The results of this outreach confirmed that multiple Kenworth dealers in the region are capable of supplying standard Kenworth T380 cab and chassis units equipped with factory diesel engines. However, only one vendor, Truck Enterprises, Inc., was identified as being capable of fulfilling the entire scope of work.
