About this file
This document is a Justification and Approval (J&A) for a sole source contract modification for the USS RUSSELL (DDG-59), issued by the Department of the Navy's Southwest Regional Maintenance Center. The contract (N00024-25-C-4429) involves adding a new work item to replace the chilled water supply piping located in the overhead on the starboard side of a passageway, with a total estimated value of $41,205.60 funded through FY25 OPN-TYCOM. The modification was necessitated by damage to the existing piping during the vessel's deployment, which created a leak and potential safety hazards that could compromise the ship's operation, as the chilled water system is critical for cooling the ship and its weapon systems.
The contract will be sole-sourced to Continental Maritime of San Diego (CMSD), with work to begin after contract authorization and be completed during the USS RUSSELL's FY25 Dry-Docking Selected Restrictive Availability (DSRA). A sources sought was issued on 27 June 2025, which received three industry responses, but the government determined CMSD remains the best option due to the complexity of the repairs, potential planning and isolation challenges, and the urgency of completing the work during the current maintenance window. The original contract was competitively awarded, with CMSD selected from three initial contractors (British Aerospace, CMSD, and National Steel and Shipbuilding Company).
