About this file

This is a Justification and Approval (J&A) document for an exception to fair opportunity procurement procedures issued by the Department of the Navy's Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, Virginia. The document authorizes a single-source award to Auxiliary Systems Inc. under contract N0002422D4428, Delivery Order N5005426FL019, for Supporting Arms Coordination Center (SACC) Logical Array Replacement (LAR) repairs aboard USS KEARSARGE (LHD-3). The work constitutes new work item #663-11-001 under the Fiscal Year 2026 Continuous Maintenance Availability (CMAV) program and will be funded through FY26 Operation and Maintenance, Navy (OM&N) appropriations. The repairs will be accomplished in accordance with Specifications Item 633-11-001 and Request for Contract Change (RCC) 1N.

The procurement invokes the exception authority under FAR 16.505(b)(2)(i)(A), based on urgent operational need that would result in unacceptable delays if fair opportunity procedures were followed. The justification asserts that Auxiliary Systems Inc. possesses the required equipment and is the only company capable of meeting the immediate timeline required for the USS KEARSARGE to accomplish its mission commitments. The scope of work involves utilizing the QAATD as the primary entrance point and relocating specified systems. The Contracting Officer determined the anticipated costs are fair and reasonable based on an Independent Government Estimate, project manager technical knowledge, and past performance history. No market research was conducted due to the critical nature and immediate start requirement. The document includes certifications of legal sufficiency and technical/requirements cognizance, with Contracting Officer approval authorizing the single-source award.
