The United States Postal Service is seeking pricing and proposals for providing a 21 X 5 manual cafeteria services at the United States Postal Service, City of Industry, CA Processing & Distribution Center, 15421 Gale Avenue, City of Industry, CA 91715-3800. The initial period of performance is three years, with two – 1 year options to renew at the discretion of the United States Postal Service. Your submittal must provide all costs, services, fees and any other expenses including but not limited to those services specified in this solicitation.
Attached to this notice is the complete solicitation for submitting proposals to provide these services. It describes the required services, states the terms and conditions that will apply to any resultant contract(s), and provides instructions for preparing and submitting a proposal.

I. INTRODUCTION:
The Postal Service delivers more mail to more addresses in a larger geographical area than any other post in the world. The Postal Service delivers to more than 156 million addresses in every state, city and town in the country. Everyone living in the United States and its territories has access to postal products and services and pays the same for a First-Class postage stamp regardless of their location
The Post Office Department was transformed into the United States Postal Service, an independent establishment of the executive branch of the Government of the United States. The mission of the Postal Service remained the same, as stated in Title 39 of the U.S. Code of Federal Regulations:
“The Postal Service shall have as its basic function the obligation to provide postal services to bind the Nation together through the personal, educational, literary, and business correspondence of the people. It shall provide prompt, reliable, and efficient services to patrons in all areas and shall render postal services to all communities.”
The new Postal Service officially began operations on July 1, 1971, when the Postmaster General ceased to be a member of the President’s Cabinet.
II. SOLICITATION SCOPE:
The Postal Service intends to enter into a contract with a qualified and responsible firm for the provision of cafeteria services at the United States Postal Service, City of Industry, CA Processing & Distribution Center, 15421 E. Gale Avenue, City of Industry, CA 91715-3800. While the Postal Service is seeking a single supplier to manage and perform cafeteria services, we reserve the right to make an award that best meets the needs of the Postal Service. The cafeteria location shall be used by an offeror for the purpose of providing food and beverage services only. No vending services will be provided under a contract resulting from this solicitation. Coffee and soft drink service furnished by the offeror shall be limited to the Cafeteria location only. No micro-market or variation of a micro-market are acceptable.
The Postal Service plans to award a contract for a three year base period, with two 1-year options available at the discretion of the Postal Service.
The Postal Service is especially looking for proposals from offerors who have experience operating food service operations in a 21 hours a day X 5 days a week operating setting. The Postal Service envisions this to be either:
1. A branded food service operation, where the Contractor has employees working within a franchise operation or
2. A food Services operation managed by a Contractor, who oversees subcontracted food services operations or
3. A traditional food service operation managed by the Contractor, or
4. A combination of the above.
If the offeror will provide a service that requires them to be a franchise, the offeror shall state, and support said statement in a manner acceptable to the Postal Service, that offeror is or can become a franchise.
The Postal Service is seeking an offeror with a commitment to, and track record of excellent customer service. Pleasant and courteous staff and leaders who understand that the Postal Service desires a team approach with the offeror and who is willing to demonstrate professional responsibility to customer service is desired.
The Postal Service expects that the offeror will continually improve the quality of the dining experience, including vigorous maintenance. Changes to the internal space, beyond updated and accurate signage will require Postal Service approval. All operations must be maintained in a neat and orderly fashion.
The offeror is requested to:
Disseminate information and feature displays which serve to educate consumers in becoming better informed and in developing healthier eating habits.
Employ environmentally sound practices which will further the Postal Service’s efforts in recycling; and water, wastewater and utility conservation.
Actively works to reduce wastes and recyclables. Styrofoam products should be used only on a minimal basis.
Provide ease of payment by accepting credit and debit cards for purchase.
Provide a good working environment for their employees.
Manual cafeteria services are 21 x 5 with the following hours of operation:
Tour I – 8:00pm – 4:00am, Monday through Friday Tour II – 4:00am to 1:00pm, Monday through Friday Tour III – 1:00pm to 8:00pm, Monday through Friday
Manual cafeteria services are not required on the following holidays: Thanksgiving Day, Christmas Day, New Year’s Day, Martin Luther King, Jr. Day, Presidents’ Day, Memorial Day, Independence Day, Labor Day, Columbus Day, and Veteran’s Day.
Holidays and scheduling may change to meet the needs of the Postal Service.
The Postal Service assumes no responsibility for conclusions or interpretations derived from the information presented in this solicitation, or otherwise distributed or made available during this procurement process. This solicitation describes the service to be performed under a resultant contract; states the terms and conditions that will apply to any contract that is awarded from this solicitation, and provides detailed instructions for preparing and submitting proposals for this requirement.
If awarded, the base Period of Performance for this contract is three years, with an anticipated contract start date of September 01, 2020 through August 31, 2023. (Award date and actual contract start date may vary).
The contract will have two, 1 year options to renew at the discretion of the Postal Service.
Options are not guaranteed under a Postal Service contract. The Postal Service reserves the right to make a single, multiple, or no award from this solicitation.
The Postal Service may cancel this solicitation with or without the substitution of another solicitation and reserves the right to revise, amend, or withdraw this solicitation at any time to protect its interest. Offerors will not be compensated by the Postal Service for costs incurred in the preparation of responses to this solicitation. The Postal Service may reject any or all offers if such action is in the best interest of the Postal Service; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
The Postal Service may evaluate offers and award a contract without discussions with offerors.
Therefore, the offerors initial offer should contain its best terms and conditions from a price and proposal evaluation standpoint. The offeror’s participation in this process might result in the Postal Service selecting the vendor to engage in further discussion. The commencement of such discussions, however, does not signify a commitment by the Postal Service to execute a contract or to continue discussions. The Postal Service may terminate discussions at any time.
III. OFFEROR RESPONSIBILITY:
It shall be the responsibility of the proposing offeror to thoroughly read and understand the information, instructions, specifications, statements of work, and requirements of the solicitation. It is mandatory that offerors perform a physical site visit at the location listed in the solicitation.
During this visit offerors should inquire on the cafeteria equipment at the facility and its operating condition. Please contact the following Postal Service personnel to schedule the visit as follows:

Offerors are expected to fully inform themselves as to the requirements for the provision of the specified services before submitting their proposal. Failure to do so is at the supplier’s risk. The supplier may ask questions during the site visit, however in no event should an offeror rely solely on any oral statements made by local Postal Service employees. For further clarification of any questions, please contact the point of contact listed in this solicitation. Questions may be submitted after the mandatory site visit has been performed. An addendum to the solicitation will be submitted with responses. No plea of error or plea of ignorance by the offeror of conditions that exist or that may hereafter exist as a result of failure or omission on the part of the offeror to make the necessary examinations and investigations will be accepted as a basis for varying the requirements of the Postal Service. The submission of a written proposal means that the offeror has familiarized itself with all conditions, requirements, and specifications, statement of work, and intends to comply with them (unless specifically noted otherwise in writing) without exception.
Once a contract is awarded, an initial walk-through will be performed. Any equipment that is not in proper working order, will be evaluated by the Postal Service and the supplier. The supplier will not be responsible for any equipment that is not in proper working order at the time of contract award.
IV. ITEMS & PRICES:
The contractor shall provide all management, tools, equipment, materials, supplies, labor, and supervision necessary to operate a manual cafeteria.
Provide a complete price and portion book to include the portion sizes and selling prices for all items in your pricing guide. You must provide pricing for the three-year base period. Selling prices and portion sizes must be firm for the contract base period.
V. SERVICE CONTRACT ACT REQUIREMENTS:
Please note that the services you are providing for the Postal Service have been determined by the Department of Labor to be subject to the Service Contract Act (SCA). Please refer to (Attachments No.0001 – United States Department of Labor, Wage Determinations No.2015- 5613, Revision No.14, dated December 23, 2019) for proper wage rates that must be paid to all employees who work under this requirement.
VI. SECURITY REQUIREMENTS:
Supplier employees located in Postal Service facilities are required to pass varying levels of security clearances. Any costs associated to process these clearances are the supplier’s responsibility and will be paid for by the supplier. The local Contracting Officer’s Representative (COR) will be responsible for coordinating the review and approval of security clearance submitted.
The offeror that is awarded a contract as a result of this solicitation may be required to complete the one of more of the following security clearance documents as follows: 1.) PS Form 2013, July 2015, Request for Background Investigation, PS Form 2015, March 2012, Contract Personnel Questionnaire, PS Form 2181-C, October 2015, Authorization and Release Background Investigation, and PS Form 2181-C, October 2015, Disclosure and Authorization for Consumer Reports and Investigative Consumer Reports. See Solicitation Attachments 2 through and including

VII. PROPOSAL SUBMISSION:
As part of your price submission, you must also provide a written Technical Proposal addressing the solicitation evaluation factors listed on Pages 38 & 39 – Provision OA-604 Evaluation Criteria (Food Services-Cafeteria) (June 1988). Your proposal submission must address each of the following evaluation factors: Sanitation Practices, Personnel Staffing and Management, Menu Prices, Portion Sizes, and Management Controls, Menu Variety, Budget (Pro-Forma), and Accounting Systems & Controls. If you do not provide a written response to these factors, you proposal may be deemed as unacceptable, and may not be considered further for this requirement.
By choosing to submit a response to this solicitation, the offeror acknowledges acceptance of all Postal Service terms and conditions. Offerors are encouraged to carefully review and understand each of these solicitation conditions and consult with their legal counsel if appropriate. Exceptions to Postal Service terms and conditions are not accepted. An exception is defined as the offeror’s inability or unwillingness to meet a term, condition, specification, or requirement in the manner specified in the Solicitation.
Offeror’s shall be prepared to present additional evidence of experience, qualifications, abilities, equipment, facilities, and financial standings. The Postal Service reserves the right to request such information at any time during the proposal evaluation period for this solicitation.
Each proposal shall contain a statement to the effect that the proposal is a firm offer for sixty (60) calendar day period from the date of submission to the Postal Service.
The proposal should be practical, legible, clear, and coherent. The Contracting Officer will award a contract to the offeror whose submittal conforms to the solicitation and offers the best overall value to the Postal Service, considering all factors described herein.
The Postal Service shall not be liable for any expenses incurred in connection with the preparation of a response to the solicitation. Offerors should prepare their proposals simply and economically, providing a straightforward and concise description of the offerors ability to meet the requirements of the solicitation.
1. The supplier must prepare a Technical Proposal. There is no size limitation on the Technical Proposal; however, the emphasis on the proposal development should be brevity, clarity, and organization. The supplier must submit an electronic copy of their proposal by way of e-mail and prepare and mail five copies each of its proposal. There is no page limitation on the proposal response.
2. The proposal must be typed on 8 1/2" x 11" (letter size) paper, with a font no smaller than
Arial 11 or equivalent with 1" margins all around. Pages must be numbered in sequence.
3. Each proposal must include a Table of Contents that identifies, at a minimum, the major sections (Sanitation Practices, Personnel Staffing and Management, Menu Prices, Portion Sizes, and Management Controls, Menu Variety, Budget (Pro-Forma), and Accounting Systems & Controls.)
Major sections should be tabbed to match the Table of Contents. Identify and include labels on any pre-printed material.
4. Each proposal must be formatted in accordance with the section order sequence as outlined in
Provision OA-604 Evaluation Criteria (Food Service-Cafeteria)(June 1988) Page 38 & 39 and must fully and completely address the appropriate Evaluation Criteria listed in Provision OA-604 Evaluation Criteria (Food Service-Cafeteria)(June 1988).
VIII. RANDOLPH SHEPPARD ACT AND ALTERNATE PROPOSALS:
This solicitation is for manual cafeteria services where hot food is prepared and served on site. Offeror’s are free to submit one or more alternate proposals for this requirement. This facility was submitted to the California Division of Rehabilitation (CADOR) for consideration as a manual cafeteria and was declined. In the event the Postal Service does not receive proposals for a manual cafeteria, this facility may be re-submitted to the CADOR for their consideration as a retail micro-market or vending. The CADOR has the first right of refusal to implement a micro-market at this location. If the CADOR further declines the facility as a retail micro-market or vending, the Postal Service may then consider reviewing alternate proposals for this requirement.
IX. DEBARMENT:
Offeror affirms that none of its officers, directors, partners, controlling stockholders, or any of its employees directly involved in the business’s contracting activities, including obtaining or performing contracts with federal government agencies has ever been suspended or debarred (including being issued a limited denial of participation) by any other federal agency except as follows (list each debarment or suspension providing the dates of the suspension or debarment, the name of the federal agency and the status of the proceedings, the names of the person(s) involved and their current positions and responsibilities with the business, the grounds of the debarment or suspension, and the details of each person’s involvement in any activity that formed the ground of the debarment or suspension.
X. SPECIAL REMARKS:
The official Postal Service solicitation is located at the United States Postal Service, Facility Services CMC, 6 Griffin Road North, Windsor, CT 06006-7007. The Postal Service is not liable for information furnished by any other source. All addenda issued as part of this Request for Proposal will be sent by way of e-mail and on the solicitation’s posting on www.beta.sam.gov. This will normally be the only method of distributing addenda prior to the closing of the solicitation.
Internet service providers and their e-mail server infrastructure are occasionally inaccessible due to various reasons. The Postal Service is not responsible for any loss of internet connectivity or for an offeror’s inability to access the documents sent to them by way of Postal Service e-mail. The Postal Service will not issue paper copies.
XI. SOLICITATION INQUIRIES AND ADDENDA:
If, upon review of the solicitation package, an offeror has any questions; such questions must be put in writing and shall be submitted by way of e-mail to Paul A. PROVISIONS BY FULL TEXT
PROVISION 1-1 SUPPLIER CLEARANCE REQUIREMENTS (MARCH 2006)
The contract resulting from this solicitation will require the contractor or its employees (including subcontractors and their employees) to have access to occupied postal facilities, and/or to postal information and resources, including postal computer systems. Clearance in accordance with Administrative Support Manual 272.4 will be required before that access will be permitted. It is the contractor's obligation to obtain and supply to the Postal Service the forms and information required by that regulation.
Offerors must familiarize themselves with the requirements of that section, taking into account in their offices the time and paperwork associated with the screening.
PROVISION 1-5 PROPOSED USE OF FORMER POSTAL SERVICE EMPLOYEES (MARCH 2006)
In its proposal, the supplier must identify any former Postal Service employee it proposes to engage in the performance, directly or indirectly, in the performance of the contract. The Postal Service reserves the right to require the supplier to replace the proposed individual with an equally qualified individual.
PROVISION 2-6 CREDIT CARD ORDER ACCEPTANCE REQUIREMENT (MARCH 2006)
The Postal Service intends to place credit card orders, using an authorized Postal Service credit card, under the ordering agreement or contract resulting from this solicitation. Any supplier entering into an ordering agreement or awarded a contract as a result of this solicitation must have the capability to accept orders made with such a credit card.
PROVISION 3-1 NOTICE OF SMALL-, MINORITY-, AND WOMAN-OWNED BUSINESS
SUBCONTRACTING REQUIREMENTS (FEBRUARY 2018)
When the contract value is estimated at $1 million or more, all offerors, except small businesses, must submit with their proposals the contract-specific subcontracting plan required by Clause 3-1:
Small-, Minority-, and Woman-Owned Business Subcontracting Requirements. Generally, this plan must be agreed to by both the supplier and the Postal Service before award of the contract. Lack of submittal of a contract-specific subcontracting plan may make the offeror's proposal unacceptable for award.
All offerors must be capable of reporting as required by Clause 3-2: Participation of Small-, Minority-and Woman-Owned Businesses. Reporting is required when the contract value is estimated at $500,000 or more.
PROVISION 4-1 STANDARD SOLICITATION PROVISIONS (SEPTEMBER 2016)
a. Submission of Offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified on this solicitation. Offers may be submitted on PS Form 8203, Order/ Solicitation/Offer/Award, letterhead stationary, or as otherwise specified in the solicitation.
As a minimum offers must show:
(1) Solicitation number;
(2) The name, address and telephone number of the offeror;
(3) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(4) Terms of any expressed warranty;
(5) Price and any discount terms;
(6) "Remit to" address, if different than mailing address;
(7) A completed copy of the representations and certifications;
(8) Acknowledgment of Solicitation Amendments;
(9) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items, and other references (including contract numbers, point of contact, with telephone numbers, and other relevant information); and
(10) If the offer is not submitted on PS Form 8203, include a statement specifying the extent of agreement with all terms and conditions and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation, may be excluded from consideration.
b. Business Disagreements. Business disagreements may be lodged with the Supplier Disagreement Resolution (SDR) Official if the supplier and the contracting officer have failed to resolve the disagreement as described in 39 CFR Section 601. The SDR Official will consider the disagreement only if it is lodged in accordance with the time limits and procedures described in 39 CFR Section
601. The SDR Official’s decisions are available for review at www.usps.com.
c. Product Samples. When required by the solicitation, product samples must be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in the solicitation, these samples must be submitted at no expense to the Postal Service and returned at the sender's request and expense, unless they are destroyed during pre-award testing.
d. Multiple Offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately. See Cover Sheet and Schedule Section VIII – Randolph Sheppard Act and Alternate Proposals – Page 8.
e. Late Offers. Offers or modifications of offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered unless determined to be in the best interests of the Postal Service.
f. Type of Contract. The Postal Service plans to award a $ Zero Dollar contract under this solicitation, and all proposals must be submitted on this basis. Alternate proposals based on other contract types will may be considered.
g. Contract Award. The Postal Service may evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. Discussions may be conducted if the Postal Service determines they are necessary. The Postal Service may reject any or all offers if such action is in the best interest of the Postal Service; accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
h. Multiple Awards. The Postal Service may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Postal Service reserves the right to make an award on any items for quantity less than the quantities offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

PROVISION 4-2 EVALUATION (MARCH 2006)
a. General. The Postal Service will award a contract resulting from this solicitation to the offeror whose offer conforming to the solicitation is deemed to offer the Postal Service the best value, price and other factors as specified considered. The following performance evaluation factors will be used in the evaluation of offers. Please see Pages 38 & 39, Provision OA-604 Evaluation Criteria (Food Services-Cafeteria) (June 1988.)

b. Options. The Postal Service will not evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. c. Notice of Award. The Postal Service may accept an offer (or part of an offer), whether or not there are discussions after its receipt, before an offer's specified expiration time, unless a written notice of withdrawal is received before award. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, will result in a binding contract without further action by either party.
