16. Description: Military Sealift Command (MSC) has a requirement for the USNS GRASP’s Mid-Term Availability (MTA). The place of performance will be at a Contractor’s facility on the West Coast, Gulf Coast or Hawaii. A draft work item list is separately attached to this notice and a list of the noteworthy work is as follows:
1) General Services for Ship
2) Structural Repairs throughout the ship
3) Preservation of Tanks, Voids, and Cofferdams
4) Main Diesel Engine - Overhaul
5) Annual Communication and Navigation Inspections
6) Piping Renewel
7) Habitability Renewel
8) Fan Room Overhaul

17. The decision to solicit Full and Open was based on market research. MSC did not receive interest from multiple small-business concerns under NAICS 336611, which has a size standard of 1,250 employees. The MSC Small Business Representative and Small Business Administration Procurement Center Representative concurs with decision to solicit full and open.
