PERFORMANCE WORK STATEMENT (PWS)
FOR ESTABLISHMENT OF THE U. S. NAVY COMMUNITY COLLEGE FOR THE
OFFICE OF THE CHIEF LEARNING OFFICER (OCLO)
1.0 INTRODUCTION: Office of the Chief Learning Officer (OCLO) is looking to build partnerships between fully regionally accredited institutions and the Department of the Navy (DON) to establish a United States Navy Community College (USNCC).
2.0 BACKGROUND: In February 2019, the Secretary of the Navy directed the establishment of the United States Naval Community College (USNCC). This recommendation was based on the exhaustive Education For Seapower study (E4S), which found that the Naval Services were not utilizing fully the talent and intellectual potential of America’s enlisted Sailors and Marines. The USNCC will be the primary means for the Naval Services to provide educational opportunities to the entire enlisted workforce to prepare for future challenges. Sailors and Marines will be enrolled automatically in the USNCC at the time of enlistment to demonstrate the importance of education to a naval career and to return to civilian life successfully. The main features of the USNCC include:
• Conferring transferable, and recognized associate level academic degrees and certifications as a fully accredited institution
• Providing flexible delivery methods to account for operational demands and technological constraints of a globally distributed workforce
• Developing academic programs in alignment with the organizational needs of the Navy and Marine Corps
• Recognizing various forms of learning obtained through military technical and leadership training
3.0 SCOPE: While the Department of Navy is working internally to stand-up the USNCC, it will partner with top academic institutions in a three-phased approach. This Performance Work Statement covers the initial selection of schools and school systems that meet baseline requirements from which specific institutions will be selected for specific services as the USNCC program expands through different phases of development.
