P:\Occupational Safety & Health Branch\Rebekah Gerwitz\D-AZ Terminal Cleaning 1

1.0 Background

The United States Marshals Service (USMS) Management Support Division (MSD), Environmental, Occupational Safety and Health (EOSH) requires the Terminal Cleaning of

Secured Spaces for three (3) USMS locations. Terminal cleaning is the process of both sanitizing and disinfecting prisoner movement, processing, and holding areas, operational offices, and related circulation and support areas. EOSH is responsible for ensuring that the USMS secured spaces are in safe and operational condition.

2.0 Purpose

This document is intended to provide the requirements for Terminal Cleaning of

Secured Spaces (non-judicial portions) of the building in which the USMS operates. Terminal cleaning is the process of both sanitizing and disinfecting prisoner movement, processing, and holding areas, operational offices, and related circulation and support areas.

3.0 Scope

Terminal cleaning projects will be conducted in the USMS secure spaces in Phoenix, Yuma, and Tucson, Arizona.

Included in these requirements is the condition that the contractor perform two separate task items:

For Task Items 1 & 2:

o Sanitize using Clean by Peroxy and Wall Cleaner (if applicable) by ‘no chemical contact’ dispensing methods using 12 fluid ounces per gallon of water use level (or equivalent use dilution) o Disinfect with RSC #9 by ‘no chemical contact’ dispensing methods at 1/2 fluid ounce per gallon of water use level (or equivalent use dilution) and with a 10-minute contact time

A listing of secured spaces for the aforementioned locations are provided below. These spaces will not be occupied and are not domiciles.

Personal Protective Equipment

The following personal protective equipment (PPE) will be required. The contractors will don the PPE for the duration of the project.

These surfaces must be pressure washed at a minimum of 3,500 pounds per square inch (PSI) with at a water temperature of at least 130 degrees Fahrenheit using a minimum flowrate of 5 gallons per minute.

Sanitize: Non-Tile Surfaces

The USMS will provide the sanitizing agent, Clean by Peroxy. Sanitize all non-tile surfaces with Clean by Peroxy by ‘no chemical contact’ dispensing methods using 12 fluid ounces per gallon of water use level (or equivalent use dilution). Apply Clean by Peroxy on vertical surfaces from the bottom to the top. Agitate vertical surfaces from the top to the bottom with a motorized scrubber with a minimum head pressure of 150 pounds. All surfaces are to be rinsed by contractor preferred method prior to disinfection.

Sanitize: Tile Surfaces (if applicable)

The USMS will provide the sanitizing agent, Wall Cleaner. Sanitize all tile surfaces with

Wall Cleaner by ‘no chemical contact’ dispensing methods using 12 fluid ounces per gallon of water use level (or equivalent use dilution). Agitate by contractor preferred method. All surfaces are to be rinsed by contractor preferred method prior to disinfection.

Disinfect

The USMS will provide the disinfecting agent, Ready Set Clean #9. Disinfect all surfaces with Ready Set Clean #9 by ‘no chemical contact’ dispensing methods at one-half (1/2) fluid ounce per gallon of water use level (or equivalent use dilution) and with a 10-minute contact time. These surfaces include all floors and walls (up to a height of eight (8) feet), all toilet/lavatory units, benches, modesty screens, work counters, prisoner stools, cell doors, cell door hardware, mesh cell fronts, windows, window sills and both ventilation grilles and wall grilles of cellblock and prisoner detention cells, and all areas listed below. The contractor will lightly polish all metal fixtures in order to remove any streaks.

Clean by Peroxy by ‘no chemical contact’ dispensing methods such as a pump sprayer at 6 fluid

P:\Occupational Safety & Health Branch\Rebekah Gerwitz\D-AZ Terminal Cleaning 3 ounces per gallon of water use level (or equivalent use dilution). Apply Clean by Peroxy on vertical surfaces from the bottom to the top. Agitate from the top down with mechanical means. The project requires a motorized wall scrubber with a minimum of head pressure of

150 pounds.

Apply Clean by Peroxy on horizontal surfaces and agitate with mechanical means. The project requires a motorized scrubber with a minimum of head pressure of 150 pounds.

The contractor will rinse surfaces with an electrically powered pressure washer operating at a minimum of 1700 PSI with a flowrate of between 1.2 GPM and 1.7 GPM. Effluent created by the sanitization process must be captured in accordance with this statement of work

(SOW). The use of a commercial wet/dry vacuum with a minimum operating capacity of 2.0 horsepower with sufficient lift to capture and containerize effluent.

Disinfect

The USMS will provide the disinfecting agent, RSC #9. Disinfect all surfaces with RSC #9 by ‘no chemical contact’ dispensing methods at one-half (1/2) fluid ounce per gallon of water use level (or equivalent use dilution) and with a 10-minute contact time.
