c. Air samples shall be analyzed by an individual meeting the requirements of OSHA 29 CFR 1926.1101 Appendix A. PCM air samples must be sent to an AIHA laboratory accredited for fiber counting TEM air clearance samples must be sent to an EPA NIST/NVLAP accredited laboratory for analysis.

5. SCOPE OF WORK

Types of services ordered under this contract may include one or more of the tasks below and are anticipated to include the following: a campus-wide asbestos survey, limited bulk sampling and analysis of suspect asbestos containing building materials, and preparation of a campus-wide asbestos management plan.

5.1. CAMPUS-WIDE ASBESTOS SURVEY

The campus-wide asbestos survey will include comprehensively identifying the presence of Asbestos Containing Building Materials (ACBM) and presumed asbestos containing building materials (PACBM) in all USMMA buildings and accessible areas.

The purpose of the survey is to complete a thorough inspection of all campus buildings in order to provide a comprehensive sense of the overall location, type, quantity, and condition of ACBM present. The survey should be thorough in that most accessible functional spaces, systems, equipment, etc. are inspected. A review of existing information shall initially be conducted prior to any visual inspection. This should include a thorough review of previously identified materials in this statement of work and will include any available building records to include drawings and completed renovation plans and specifications, abatement records, and reports/findings of prior asbestos surveys/sampling activities.

The visual inspection will identify those areas that are suspected ACBM locations and provide a description of the material and condition, as well an indication of whether the material is friable or potentially friable. The Contractor shall also note any suspect surface dust for purposes of evaluating a potential exposure hazard from airborne asbestos fibers. Based upon the results of the visual inspection, the Contractor shall determine whether immediate sampling and/or remediation actions may be necessary in any location on campus. This information shall be presented in the report to the COR and shall include, at a minimum, building name, floor, room number/ name, material type and quantity.

Based upon this review and a visual inspection of all campus buildings, the Contractor will prepare a complete list of locations at the USMMA where ACBM or suspected ACBM has been identified, tested and/or previously abated. To the extent possible, those locations will also be plotted on a map/facilities plan for the USMMA. The list shall highlight locations/areas where immediate sampling and/or remediation may be necessary. Locations found to be friable or potentially friable shall have accompanying photographs.

5.2. ASBESTOS SAMPLING, ANALYSIS, AND REPORT

The Contractor shall provide a basic cost estimate, on a per sample basis, in response to this statement of work (see Section 6 pricing schedule). The Contractor shall collect samples of suspected ACBM in accordance with all applicable regulations. Sampling and analysis of non-friable organically bound (NOB) materials shall only be performed when the materials are in poor or damaged condition and under the direction of the Contracting Officer Representative.

The Contractor shall transport samples under full chain-of-custody procedures to an AIHA and NYSDOH accredited analytical laboratory. Analysis will be conducted under protocols established by the EPA and New York State. The Contractor shall ensure that the laboratory implements a “positive stop” strategy of analysis to control costs. The laboratory shall be directed to retain samples for at least ninety (90) days in the event that reanalysis of any samples is required.

Wherever feasible, inspectors shall utilize inconspicuous sample locations and employ methods least destructive to finished surfaces. Samples taken in occupied spaces will be taken in locations that minimize the risk of potential exposure to occupants and visual impact of the sampled location. The Contractor shall restore sampling locations to a condition as close to original as possible. Utilize re-wettable cloth or equivalent methodology to repair areas after sampling of friable suspected asbestos insulation and prevent any subsequent release of asbestos fibers after sample collection. Vinyl floor tile samples shall be collected in low traffic areas to the extent feasible. The Contractor shall use photographs, floor diagrams/ sketches and/or specific directional descriptions in the preparation of inspection report to aid in future identification of sampling locations. The Contractor shall immediately notify the COR of any imminent asbestos hazards encountered during the course of the sampling.

The Contractor shall provide a copy of the laboratory report and a written report of all areas sampled to the COR within 14 business days after receipt of all laboratory analysis. The report shall be submitted in both physical and electronic format. Specifically, the data tables of ACBM/ PACBM shall be prepared in an editable format ( e.g. Microsoft Excel, etc.) so the Academy can update both the survey report and the O&M Plan following completed of ACM abatement activities.

The report shall include the following:

a. An introduction including a brief description of the areas sampled, the protocol followed to conduct the sampling, findings and recommendations.

b. Data tables containing information regarding estimated quantities (in linear or square feet, as appropriate for the material category), types and locations of identified ACBM/hazardous materials. The tabular listing will contain, at a minimum, building name, floor, room number/ name, material type and quantity.

c. Sampling locations shall be documented using information such as Building Name, floor, room number/ name, compass direction, room surface and material description. Use digital photographs and/or graphical depiction on drawings to supplement this information where necessary.

d. The contractor shall provide a summary of the total estimated linear and square feet of identified ACBM and a proposed estimated cost of abatement. Estimate shall be broken down by logical areas of abatement (i.e., building, space, system, etc.). Include in the cost estimate any cost for decontamination of equipment and fixtures.

e. Document survey findings utilizing a risk assessment protocol. The Federal Asbestos Hazard Emergency Response Act AHERA or similar methodology may be used.

Evaluate material condition, accessibility and function of the room/area in making this evaluation. Report shall include recommended response actions for all identified ACBM (e.g. manage in place; abate when feasible; remove asap; encapsulate, etc.).

f. Include conclusion section summarizing findings, limitations and methodology employed. In the event that suspected ACBM cannot be accessed for sampling, clearly identify the scope of any additional testing required (e.g. destructive testing to identify possible ACBM behind walls/above fixed ceilings) and explicitly identify any other limitations on the survey findings.

g. Chain of Custody records

h. All survey reports (and other documents submitted under this contract) shall be certified and sealed by the licensed inspector supervising the project.

5.3. ASBESTOS LONG TERM MANAGEMENT PLAN/PROGRAM

At the completion of the tasks above, the Contractor shall develop a final list of ACBM and suspected ACBM locations and a statement of the condition thereof, and an Operations and Management Plan (O&M Plan) for the USMMA. The O&M Plan will include as a minimum the following elements:

a. Identification of USMMA Asbestos Program Manager (APM);

b. A statement of training requirements for the APM, and Custodial and Maintenance staff;

c. A statement of any occupant notification requirements, which may include posting hazard or warning signs as required by OSHA;

d. A plan for regular ACBM monitoring to assess and document any changes in the condition of the ACBM and suspected;

e. A statement of any necessary job site controls, such as a work permit control system to control activities that may disturb ACBM or suspected ACBM, and a requirement that the APM sign off on any planned maintenance, repair or construction activities in the vicinity;

f. A statement of O&M work practices to avoid or minimize fiber release during activities affecting ACBM or suspected ACBM;

g. Requirements for recordkeeping regarding asbestos management activities; and

h. A statement of any necessary worker protection measures, as applicable.
