Notice of Intent to Award to a Single Source without Competition (NOI)
Per 505 DM 2, Section 2.14, a single source award is a financial assistance award specifically directed to a known recipient that is statutorily designated or determined to be an appropriate partner based on demonstrable criteria, such as unique expertise or capacity. Decisions to award funds to a single source without engaging in competition must withstand scrutiny, should protect the public interest, and should comport with management priorities, objectives and statutory requirements. Programs must use this
NOI template to document justification for issuing funds in any amount to a single source without competition. The completed
NOI template must be included in the official award file maintained by the program office. When issuing funds of $25,000 or more to a single source a Grants.gov funding opportunity posting, including a synopsis and a complete application package, is required.
The completed NOI template must be scanned and uploaded as an attachment to the Grants.gov funding opportunity synopsis.

Single Source Justification (as per 505 DM 2.14) ‐ select the applicable justification(s):
(1) Unsolicited Proposal ‐ The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;
(2) Continuation ‐ The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity.
(3) Legislative Intent ‐ The language in the applicable authorizing legislation or legislative history clearly indicates Congress' intent to restrict award to a particular recipient or purpose.
(4) Unique Qualifications ‐ The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost‐sharing ability, if applicable, technical expertise, or other such unique qualifications.
(5) Emergencies ‐ Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
Explain below why competition for this award is not practicable. Include a discussion of the program legislative history, unique capabilities of the proposed recipient, and any cost‐sharing contribution offered by the proposed recipient, as applicable. Be brief and specific:

| recipient as applicable Be brief and specific: The Wisconsin Department of Natural Resources (WDNR) conducted the proposed internship program last year with great success. WDNR has working partnerships with a variety of state and federal conservation agencies providing a wide breadth of opportunities for the interns in their program. In conjunction with their University advisors and state/federal partner, the interns can participate in projects ranging from environmental education to endangered resources work. The projects are relevant to meeting the needs of the participating agencies and local natural communities. WDNR’s efforts are in alignment with the Youth in the Great Outdoors initiative's need for programs that encourage and develop young people with the appropriate skill sets and interests to become conservation professionals. |
