About this file
This is a user guide issued pursuant to Wisconsin's 2017 Act 146 that governs signage procurement for the University of Wisconsin system. The document outlines regulatory requirements for signage purchases across state agencies and identifies three approved contract vendors: Serigragh Inc. (based in West Bend, Wisconsin), Blink Marketing Inc. DBA Blink Signs (based in Cleveland, Ohio), and Bowman Displays Digital Imaging Inc. (based in Munster, Indiana).
The guide establishes that signage purchases not exceeding $3,500 may be procured on a best judgment basis from a vendor of choice without competitive bidding. Purchases exceeding $3,500 must be competitively bid either through official sealed bidding or by soliciting quotes from multiple suppliers and awarding to the lowest bidder. The definition of "sign" encompasses all interior and exterior display items used for names, directions, warnings, or announcements, including all related hardware, components, and accessories. All three contract vendors operate under F.O.B. Destination terms for goods and F.O.B. Service/Maintenance terms for related services. The contracts are designated as UWWTW-2026-5485-Goodsup, UWWTW-2026-5486-Goodsup, and UWWTW-2026-5487-Goodsup.

User Guide
Pursuant to 2017 Act 146, any purchase of signage that exceeds $3,500 must be competitively bid. Agencies no longer need to obtain a waiver from BCE before soliciting competitive bids for signage. Signage that does not exceed $3,500 may be purchased on a best judgement basis from the vendor of your choice.
Signage purchases that exceed $3,500 must be competitively bid, either by official sealed bidding, or soliciting quotes from more than one supplier on the following contracts and awarding to the lowest bidder.
By definition, a "Sign" is interpreted to mean all interior or exterior items used to display a name, direction, warning or announcement posted for public display. This includes all hardware, components or accessories related to the value of the sign (e.g. posts, mounting rings, etc.) as it is installed if 1) those components would otherwise be purchased with the sign, 2) from the same supplier pool, and 3) on the same order or bid. Per PRO-505, Printing Definition, signs are not considered state printing. (PRO310 replaced this PIM) https://doa.wi.gov/ProcurementManual/Pages/PRO-310.aspx
