About this file
This is a Memorandum for the Record documenting a sole source justification for a simplified acquisition procurement under the threshold. The acquisition (PID N32205-26-SIMACQ-DSM-PM7-0256) is for pump parts and equipment required for emergency fire suppression and high-temperature freshwater cooling systems on naval vessels. The requirement includes pump parts for rebuilding a CASCOR C3 forward emergency firepump and three new 5VHSM pumps to replace damaged high-temperature freshwater central cooling pumps. The required delivery date is May 19, 2026, with the independent government estimate of $121,547.89. The specified source is Buffalo Pump, distributed exclusively through ECI Defense Group.
The justification for sole sourcing is based on multiple factors including exclusive licensing agreements, standardization requirements per COMSCINST 4790.3 to maintain fleet configuration baseline across T-AKE 3 and some T-ESB/ESD vessels, and urgency. The requirement was identified on February 28, 2026, and must coincide with a scheduled vessel restricted availability (VRA) beginning May 19, 2026. Delay in delivery would require regulatory approval extensions from USCG and ABS to continue operations until a later maintenance period. The memorandum cites CASREPs 25060 and 26013 and notes that no other pump will match form, fit, or function without extensive engineering design and analysis through the MSC T-ALT process. Technical and contracting officer certifications and approvals are required to complete the justification.

(1) RESTRICTIVE RIGHTS. The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the product or service. c. URGENCY (C3/C4 Casualty Report). As defined in Naval Warfare Publication 1-
031, the supplies or services are of such urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits. Urgent requirements are supplies or services that will result in work stoppage, or are mission critical and the routine processing time would injure the
Government. The determination that the procurement for the above is an urgent requirement is based on the following:
(1) Date on which the requirement was identified: 28FEB2026
(2) Required delivery date or period of performance: 19MAY2026 OR ASAP
(3) Explanation of why delivery/commencement of services by the date mentioned above is required.
