About this file

This is a Memorandum for the Record documenting the justification for using other than full and open competition for an acquisition under the simplified acquisition threshold.

The acquisition concerns material for USNS Lucy Stone FY27 PSA, specifically a Steering Gear Mod T-ALT (T-ALT 205-0169), T-AO 209, with a required delivery date of 12/11/2026. The intended use is for GFM for USNS Lucy Stone FY27 PSA – WI 0504, and the required source is MacGregor USA INC. The PID number is N32205-26-SIMACQ-DSM-PMI-0316. The product has been determined to be designated as critical ship equipment. The contracting officer selected Option A (Only One Responsible Source) and identified restrictive rights as the justification basis. The explanation states that MacGregor USA INC is the OEM design and manufacture entity for steering gear to fit T-AO 209. The memorandum was signed and approved on 28 April 2026 by Smith Michael Everett (Requester), Norris Richard (Level Higher), and Austin Amory (Contracting Officer). An independent government estimate was not provided in the document.
