1.2 EVALUATION FACTORS FOR AWARD AND REQUIRED SUBMITTALS
The Government will award a purchase order in accordance with FAR part 13.106 resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the contractor quote determined to be the best value and provides the greatest overall benefit to the government. To determine the best value for award and the services that best meets the agency’s need, the USDA’S comparative evaluation of contractor quotes will consider technical capability, past performance and price.
In order to be considered for award of this purchase order the Contractor must submit a complete quote which consists of the following:
• A completed 1449 with blocks 17a, 30a, b and c completed. Vendor shall provide their SAM Unique Entity Identifier (UEI) with their company information.

PART 2.0 – STATEMENT OF WORK
2.1 BACKGROUND
The Mexican fruit fly (MXFF) is a destructive pest of numerous commercially grown fruits and, in particular, citrus. It is transported fairly regularly from the interior of the country of Mexico to the Texas-Mexico border most of the year, and especially in the spring and early summer months. If allowed to establish itself, the MXFF can have a debilitating effect on the United States (U.S.) citrus industry.
Currently, the use of the Sterile Insect Technique (SIT) and spray applications of pesticides are the most effective means available to combat this pest over a broad area. In an effort to maintain the U.S. pest-free, the Secretary of Agriculture has committed resources to continuously introduce sterile fruit flies into areas that historically have been reservoirs for wild populations and have served as a springboard for introducing wild fruit flies into important citrus producing areas of South Texas.
Huanglongbing (HLB), also known as citrus greening, is the most serious disease of citrus. The disease is spread by the Asian citrus psyllid (Diaphorina citri) (ACP), which has been present in Florida since 1998. ACP transmits the bacteria to the tree when feeding on new shoots. There is no cure for this disease and all commercial varieties of citrus are susceptible to HLB.
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), International Services (IS) maintains two Emergence and Release (E&R) facilities where sterilized fruit flies in their pupal stage are received, emerged, packed and released over Northern Mexico; Tamarixia Radiata is also received and released.
The Preventive Release Programs (PRP) are the first line of defense against invasive pests before they enter the U.S. The PRP is the release of sterile male fruit flies throughout an area so that they mate with any introduced non-sterile females and prevent the establishment of a wild fruit fly population by biologically breaking the life cycle.
The Tamarixia Radiata is released and females lay an egg on the ventral surface of the ACP nymph. The resulting larval wasp consumes the body fluid of the ACP nymph, eventually killing it and turning the empty psyllid casing into a “mummy” where the wasp pupates and develops to adulthood. Adult wasps chew an exit hole through the dorsal surface of the mummy, emerge, and fly off to attack other psyllids.

2.2 OBJECTIVES
The USDA intends to contract the services of a Broker agency in order to import the Sterile Pupa of Mexican fruit fly and Tamarixia Radiata parasitoids, complying with the Mexican regulations of SAGARPA and SAT (Mexican IRS). The contractor services require the proper authority provided by the Mexican government to act as a broker for importation in accordance with Mexican customs law.
2.3 SCOPE OF WORK
The USDA currently has programs for the release of Sterile flies and Tamarixia Radiata in Reynosa and Tijuana.
Receiving the sterile pupae and Tamarixia Radiata in a timely manner is vital to achieving the goal of the Mexican Fruit Fly program and ACP program; therefore, the USDA will need to import an estimated amount of 2800 million of Sterile MexFly Pupaes during the period August 1st 2023, to July 31, 2024, for the USDA APHIS IS Eclosion Center located in Reynosa, Tamaulipas, Mexico.
The pupae and Tamarixia come from the APHIS lab in Edinburg, Texas, in two shipments per week;
shipments need to be inspected at the border point of entry by the SAGARPA authorities in Mexico; for that purpose, we require the services of a broker agency, in order to obtain the necessary permits to import the goods/products (in this case the Pupae and Tamarixia) complying with the Mexican Regulations.
The shipments of pupae and Tamarixia are not sent together. Some weeks they will arrive together, but many weeks will arrive separately, not on the same day. Shipments will not always arrive at the same time each week. The USDA has a schedule for sending the shipments and generally sends them the same day each week, but this is subject to change.
2.4 TASKS
The contractor shall perform all the actions and proceedings necessary to obtain the import permit.
The contractor shall deliver the importation permit to the USDA employee importing the Pupae and Tamarixia Radiata to Mexico.
Importation Services need to be provided at the Mexican Point of entry, according to the needs of the Mexican fruit fly program. Importation permits need to be delivered to an USDA employee at the Mexican Point of entry, Pharr International Bridge.
Because the pupae and tamarixia radiata are LIVE and could be damaged if the importation is not completed rapidly, often within less than 1 hour after arrival at the border, the import broker is required for meeting each shipment at the border to complete the importation requirements.
The contractor broker agency personnel must maintain constant communication and coordination with the USDA personnel for every shipment. This requires coordination and communication prior to the shipment arrival and upon arrival of the shipment at the border.
The contractor is responsible for staying informed of any changes in the laws and regulations for importation of the pupae and tamarixia radiata from the United States to Mexico.
12639523Q0220 Page 6 of 34 7/10/2023
2.5 GOVERNMENT-FURNISHED PROPERTY

After contract award the contractor will be provided with the estimated delivery schedule for both the Sterile Mexican fruit fly Pupa and the Tamarixia Radiata parasitoids.
2.6 PLACE OF PERFORMANCE
All work shall be performed at the Mexican Point of Entry. The entry point required for the USDA shipments is Pharr International Bridge. No alternatives will be considered.
2.7 GOVERNMENT CONTACTS
Any and all questions regarding the contract terms and conditions must be directed to the Contracting Officer Corinne Nygren. The International Services point of contact will assist the vendor for coordinating the import broker services and coordinating shipments that coincide with the contractor services.
