PART 2.0 – SPECIFICATIONS

2.1 BACKGROUND

The Animal and Plant Health Service (APHIS), Wildlife Services (WS) program is seeking to purchase two (2) new boats, motors and trailers. These will be used to collect survey data, install GPS transmitters on Double-crested Cormorants, harass Double-crested Cormorants and American White Pelicans, and to collect nesting data from sites covered in aquatic vegetation, stumps, cypress knees, trees, and shallow mud flats in and around the state of Mississippi Delta region. This boat will be used in the sun, rain, snow, ice, and other inclement weather year-round.

These boats must be strong enough and capable of navigating waters in WS mission environments and the motors must be strong enough to navigate substrate in mission environment waters. Boats acquired must be durable and allow WS to accomplish our mission over and over without fail for the next 10 years.

2.2 SPECIFICATIONS

These motors are requested because they are the only motors made that are strong enough to navigate substrate in mission environment waters. These trailers are requested due to their required durability when transporting watercraft to areas that missions will be performed.

The trailers purchased with the watercraft must be capable and durable to haul the boat and motor when transporting the watercraft.

EACH BOAT SHOULD HAVE:

21” sides at minimum 15” hunt deck at minimum .125 hull thickness at minimum 21” transom at minimum Angled rear storage seating Bow deck hatch Trolling motor bracket 3 seat bases 18” removable front deck at minimum Spotlight kit removable in front 2 battery trays Catwalks Navigation lights Recessed bow cleat Outboard extension seat Switch panel with box Removable grab rail Keel guard Flush floor Built in tank aluminum Tandem axle galvanized trailer with heavy duty axles Prodrive X40 motor with auto reverse Hydroturf installed

12639523Q0216 Page 5 of 27 6/26/2023

No Crimps or Keels The bottom of the boats must be smooth and void of crimps. This is necessary because it allows the hull to easily slide over banks, logs, stumps, and other obstructions with no drag and no tracking caused by crimps.

Round Chines The hulls must be a solid one piece design. The chines are rounded and corners have been eliminated.

This is necessary because it allows for poling sideways in pure mud and sliding over banks, logs, and stumps with ease. The biggest added benefit is the ability to have more steering control through extreme conditions. No seams to crack or leak.

Airboat Style Rake Boats must use a long, sloping, airboat style rake. This is necessary because it allows the boat to plane very quickly and to stay on plane under a heavy forward load. It also allows the bow of the hull to ride higher making for a safer ride in rough water.

Longitudinal Braces The boats must use longitudinal braces that run from the bow to the stern. No braces that cross the hull are touching the bottom of the hull. When an underwater object is struck, the bottom can flex between the longitudinal braces. If the hull strikes objects hard enough to dent the aluminum, it will be in a tunneling fashion. This results in no parasitic drag or degradation of performance. This is necessary due to safety concerns.

The X40 Pro Drive auto reverse engines are required for navigation. Equal products must have full powered auto reverse and be capable to navigate thick high substrate density waters to propel forwards and backwards when needed. Additional characteristics include hydraulic power trim with speeds up to 29-32 mph.

2.3 DELIVERY

The contractor must deliver the watercraft, motor and trailers to Stoneville, Mississippi. The watercraft, with motor and trailer it must be ready to hook to a truck to drive off. They should be rigged out and setup as 2 packages. The government will not unload the items from a flatbed trailer and do not have any equipment to set it up.

Including all lead time for manufacturing and customization of the watercraft, the contractor shall complete delivery of the boats, motors and trailers by no later than May 1, 2024. A sooner delivery date is preferrable if a vendor has the boats in stock and ready for delivery.

2.4 GOVERNMENT CONTACTS

Any and all questions regarding the contract terms and conditions must be directed to the Contracting Officer Corinne Nygren.
