3.01 GENERAL: All paints and coatings shall be applied in accordance with the manufacturer's instructions and as specified herein. Provide a test patch to ensure compatibility.

A. Paint existing surface mounted components, except where painting will be detrimental to the device function (ie. satellite dishes, antennas, lighting, signage, etc.) or as otherwise noted.

1) Cameras and antennas shall be protected and remain operational throughout work.

2) If surface mounted components are temporarily removed, coordinate scheduling removal and re-installation with the Contracting Officer’s Representative. Re-install removed components in original locations after completion of work.

3.02 PROTECTION: Measures shall be taken to protect existing work to remain, adjacent surfaces, equipment, landscape, etc. Remove, mask or otherwise protect all surfaces not to be painted from paint droppings and splatters, prior to surface preparation and painting operations. The contractor shall restore any surfaces that are contaminated by paint to original condition. Take precautions to prevent damage to landscaping. The contractor shall be responsible for any repairs or painting required because of his negligence.

A. During all surface prep and coating operations of existing surfaces, control the emission and broadcasting of particles to the atmosphere by providing appropriate containment methods and devices.

B. Take care to prevent condensation and/or heat buildup when using a tarp or plastic as protection.

3.03 PREPARATION: Surfaces shall match and be flush with existing surrounding areas.

Remove all dirt, rust, scale, splinters, loose particles, disintegrated coatings, grease, oil, and other deleterious substances from all surfaces which are to be coated. Oil and grease shall be removed with a suitable solvent. Surfaces shall be clean and dry before paint is applied; all debris and foreign matter shall be removed prior to new finish being applied.

A. Previously Painted Surfaces: Preparation techniques shall take into account the possibility of old paint loosened by application of new paint, grease and other substances on old paint surface. All surfaces with peeling problems due to improper preparation of previous coatings shall be sanded to allow for proper adhesion of new paint and spot primed, prior to finishing. The Contractor is responsible for adhesion of new paint to old paint and adhesion to the substrate.

B. Exterior Concrete and Stucco: Pressure wash, hand wash and scrape to remove loose paint, dirt, grease, oil, fungus, mold, salt and efflorescence in accordance with ASTM D 4258. Pressure wash shall not be at a pressure which will cause etching or other damage to the concrete surface.

C. Exterior Metal: Remove dirt, grease, oil, mold and salt by solvent cleaning in accordance with SSPC-SP1. Remove rust and loose paint with hand tools and power tools in accordance with SSPC-SP2 and SSPC-SP3. Cleaning methods shall be the gentlest possible to achieve the desired result. It is not intended that the surfaces be cleaned to shiny metal. Feather sand edges of removed areas to provide smooth transitions. Do not leave prepared surfaces unprotected to weather for more than 3 hours.

1) If surfaces are glossy, reduce gloss. Prime bare exposed metal prior to painting.

2) Use of power tools may require more protective personal equipment.

D. Exterior Wood Surfaces: Sand exposed surfaces to remove surface imperfections and prepare for coating; remove dust prior to coating. Apply water repellant preservative prior to applying primer.
