Project
One-for-one replacement of two existing exterior entry doors
Classification
Non-complex operational maintenance construction
Government
United States Coast Guard
COR
Coyet A. Carter | (475) 301-1053
Work Hours / POP
Monday-Friday, 0800-1500 | 30 calendar days after NTP

1. Project Intent and LOG-9 Classification Provide a complete, secure, weather-tight, and serviceable one-for-one replacement of two existing exterior entry doors and directly associated hardware. The work is operational maintenance and shall restore the existing function without changing the building use or expanding the facility.

Replace in kind: retain the existing openings, locations, general configuration, swing/handing, and intended use unless the Government approves a minor field adjustment.

Non-complex work: no major structural modification, addition, facility expansion, load-bearing wall change, or substantial foundation work is included.

No major utility, fire-alarm, intrusion-detection, or electronic access-control installation or reconfiguration is included. Any such need is outside this scope and shall be reported to the COR.

Use standard commercial installation methods and connect only to existing conditions required for the door renewal.

2. Required Work Field verify both openings, dimensions, swing, handing, frame condition, thresholds, finishes, hardware locations, and the Government-designated main entrance before ordering.

Remove two existing exterior doors and only the hardware and incidental materials necessary for replacement. Protect adjacent walls, floors, trim, glass, equipment, and Government property.

Provide and install two exterior-rated commercial doors matching the existing configuration and suitable for coastal exposure. All door glass panels shall meet the storm-rated glazing requirements in Section 3.

Reuse serviceable frames when practical. Provide only minor shimming, anchoring, patching, sealant, and finish repair needed for a complete installation. Stop and notify the COR if concealed structural damage or major frame reconstruction is found.

Provide thresholds, sweeps, weatherstripping, sealant, corrosion-resistant fasteners, closers, strikes, and other directly associated items needed for smooth, secure, and weather-tight operation.

Restore disturbed finishes, remove debris from Government property, and leave each opening clean, safe, secure, and fully operational.

3. Storm-Rated Glass Panels All glass panels in the new exterior doors shall be commercial-grade, impact-resistant laminated insulated safety glazing intended for year-round exterior and coastal exposure. The complete glazed door assembly—not the glass alone—shall meet the following minimum requirements:

Tested and labeled to ASTM E1886 and ASTM E1996, Large Missile Impact Level D, Wind Zone 3, including required cyclic-pressure testing.

Minimum design pressure rating of positive 50 psf and negative 50 psf (DP +50/-50). Provide a higher rating when required by the verified opening, manufacturer engineering, or applicable code.

Laminated safety glazing complying with ANSI Z97.1 and 16 CFR 1201, Category II, with sealed insulated construction suitable for exterior temperature changes, heavy rain, wind-driven rain, snow, and repeated freeze-thaw exposure.

The glazed door assembly shall resist water penetration when tested in accordance with ASTM E331 at the manufacturer-rated pressure. Exterior glazing seals, gaskets, stops, and setting materials shall be UV-resistant, weather-resistant, and compatible with coastal exposure.

Submit the manufacturer product approval, test report, glass make-up, design-pressure rating, impact classification, and installation details before procurement. Field-cut or unlabeled substitute glazing is not permitted.

4. Physical Security Requirements The following requirements apply to the Government-designated secured-space main entrance and shall be coordinated with the COR and unit security representative before procurement:

Provide a high-security locking arrangement consisting of an Sargent & Greenleaf (S&G) 831B padlock coupled with a NAPEC Mark II (MOD VIII), NAPEC Mark II (MOD IX), or BMR TUFLOC Series 60 lock. The Government shall approve the selected arrangement before purchase.

A GSA-approved steel vault door with a built-in three-position, dial-type, changeable Group 1R combination lock may be used in lieu of the other door or lock arrangement only when specifically directed and approved by the Government.

Door frames, keepers, and thresholds shall be securely anchored. The completed installation shall resist prying or removal of the frame facing or locking hardware from outside when the door is closed and locked.

The designated main entrance shall include an inside locking device or bar for use while the secured space is occupied when required by the unit security representative.

Do not substitute hardware or alter the approved high-security configuration without written Contracting Officer authorization.

5. Hinges and Door Hardware Locate hinges on the inside of the protected space whenever possible. Hinges shall be sized and rated for the door weight and regular use.

Use fixed-pin security hinges, or peen or weld hinge pins to prevent removal.

For any exterior door with exposed hinges, provide at least two supplemental security brackets, pins, or equivalent devices. These devices shall positively engage and resist shearing so the door cannot be opened by removing or destroying the exposed hinge portion.

Provide corrosion-resistant commercial hardware compatible with coastal exposure. Adjust closers, latches, strikes, and locks so each door opens smoothly, closes under control, and latches securely.

Maintain safe egress. Hardware shall not create a prohibited locking arrangement or require tools or improper special knowledge to exit where applicable.

6. Key, Combination, and Access Control Coordinate keys, cores, padlocks, combinations, temporary access, and turnover with the COR and the unit key-and-lock control custodian.

Treat keys, combinations, and access information as controlled items. Turn them over only to authorized Government personnel.

Do not leave locks hanging open. Secure unused replacement locks, cores, keys, and related hardware until Government turnover.

The Contractor shall not leave an exterior opening unsecured. If work cannot be completed in one workday, provide a secure temporary closure approved by the COR.

7. Contractor Responsibilities Provide all labor, supervision, materials, tools, equipment, transportation, permits, safety measures, disposal, and incidental work necessary to complete the requirements. Perform work in a professional manner using personnel experienced with commercial exterior doors and listed security hardware. Follow manufacturer instructions and applicable federal, state, local, fire/life-safety, accessibility, and USCG site requirements.

The Contractor shall not perform additional or out-of-scope work without written authorization from the Contracting Officer. The COR may coordinate and inspect the work but cannot change the contract.

8. Required Site Visit A site visit is required for all bidders before proposal submission. Bidders shall verify both openings, door and frame condition, swing/handing, glazing, thresholds, hinge exposure, designated secured-space entrance, approved locking arrangement, access, staging, and operational constraints. Coordinate the visit with the COR. Proposal submission confirms the bidder has included the work necessary to meet this SOW based on verified conditions.

9. Submittals Door, frame (if required), glazing, closer, threshold, weather seal, finish, and hardware product data.

A concise hardware schedule identifying the proposed high-security padlock/locking arrangement, hinges, supplemental hinge protection, strikes, and related components.

Manufacturer installation instructions and warranty information. Procurement of security hardware shall not proceed until Government approval.

A simple work schedule and plan for maintaining secure access during replacement.

10. Safety and Environmental Requirements Use appropriate PPE, barriers, housekeeping, tool safety, ladder safety, dust control, and material-handling practices. Protect occupants and maintain an orderly work area. If suspect lead-based paint, asbestos-containing material, mold-like material, water damage, concealed deterioration, or another differing condition is encountered, stop work in the affected area and notify the COR. Do not disturb suspect hazardous material without authorization and required controls. Dispose of removed materials in accordance with applicable requirements.

11. Testing and Acceptance Verify each door is plumb, aligned, securely anchored, weather-tight, and free of binding, rubbing, unsafe gaps, or loose hardware.

Demonstrate smooth opening, controlled closing, positive latching, approved lock operation, key or combination operation, deadbolt/keeper engagement as applicable, and secure hinge-side protection.

Provide all keys, combinations, instructions, approved product data, and warranties to authorized Government personnel.

Correct deficiencies and complete cleanup before Government acceptance.

12. Warranty Provide a minimum one-year warranty on labor and installation workmanship beginning at Government acceptance. Transfer available manufacturer warranties for doors, glazing, locks, hinges, closers, thresholds, seals, and related components to the Government.

13. Reference Basis This SOW applies the non-complex operational maintenance screening language from the LOG-9 guidance and the applicable door, lock, hinge, and key-control provisions of COMDTINST M5530.1C, Physical Security and Force Protection Program. Where this SOW conflicts with the awarded contract, the Contracting Officer shall provide direction.
