About this file
This is a Request for Proposal (RFP) for propulsion shaft repair services for the U.S. Coast Guard's 418' Maritime Security Cutter Large (WMSL) fleet. The solicitation (No. 70Z08525RLREP0019) seeks a contractor to perform inspection, overhaul, preservation, packaging, and marking of three types of propulsion shafts: Tail Propulsion Shaft (14 units), Stern Tube Shaft (12 units), and Line Propulsion Shaft (1 unit). The contract will be a Firm Fixed Price, Women-Owned Small Business (WOSB) set-aside with a North American Industry Classification System (NAICS) code of 332999 and a size standard of 750 employees.
Key dates include a proposal submission deadline of October 17, 2025, at 12:00 PM EST, with questions due by October 3, 2025, at 2:00 PM EST. The contract will be an Infinite Delivery Requirements (IDR) contract with five one-year ordering periods. Evaluation will use a trade-off source selection process, considering technical capability (personnel expertise, resources, and facilities), past performance, and price. The government will assess the offeror's ability to repair propulsion shafts for USCG's 418' WMSL Cutters, with particular emphasis on technical knowledge, certifications, training, and hands-on experience. The solicitation includes attachments for specification, price schedule, past performance information, and a clarification request.

Live webinars are held monthly and provide a great opportunity to learn the basic of the system and to call in and ask the IPP team questions about the IPP application.
IPP Customer Support is available to assist users of the system and can answer your questions related to accessing IPP or completing the registration process.
