About this file
This is a Statement of Work (SOW) for the replacement of three fire-rated exterior steel door assemblies at the USCG Aids to Navigation Station in Long Island Sound, New Haven, Connecticut. The project is classified as non-complex operational maintenance construction with a performance period of 30 calendar days after Notice to Proceed, operating Monday through Friday, 0800-1500 hours. Work involves one-for-one replacement of existing exterior fire-rated steel doors and directly associated hardware, restoring security, fire protection, and weather resistance without structural modifications, major utility work, or facility expansion.
The Contractor must provide three insulated, exterior-rated, commercial hollow-metal/steel fire-rated door assemblies matching existing size, configuration, swing, and handing, along with compatible frames where necessary. All doors, frames, vision panels, glazing, hinges, closers, latches, strikes, seals, and hardware must be listed and labeled by a nationally recognized testing laboratory for the required fire rating. The main entrance requires high-security locking hardware—specifically an Sargent & Greenleaf 831B padlock coupled with a NAPEC Mark II (MOD VIII/IX) or BMR TUFLOC Series 60 lock, unless a GSA-approved vault door is specifically approved by the Government. Hinges must be fixed-pin security hinges with exposed hinges requiring supplemental security devices. All hardware must be corrosion-resistant for salt-air exposure. A mandatory site visit is required before proposal submission to verify existing conditions. The Contractor shall provide all labor, supervision, materials, tools, equipment, transportation, permits, and disposal. Wages and benefits must comply with the Service Contract Act and Davis-Bacon Act. A minimum one-year warranty on labor and installation is required, with manufacturer warranties transferred to the Government. Proof of Insurance is required from quoters.

1. Project Intent and Non-Complex Classification Replace in kind three existing exterior fire-rated steel door assemblies and directly associated hardware. Restore the existing security, fire protection, weather resistance, and operation without changing the building use or expanding the facility.
This is a one-for-one operational maintenance replacement using the existing door locations and openings.
No major structural modification, addition, expansion, load-bearing wall change, or foundation work is included.
No major electrical, fire-alarm, intrusion-detection, or electronic access-control installation or reconfiguration is included.
Only minor anchoring, shimming, sealant, patching, and finish restoration directly required for the door replacement are included.
If major frame, wall, utility, or concealed damage is found, stop work in that area and notify the COR. Additional work requires Contracting Officer authorization.
2. Required Work Field verify all three openings, dimensions, swing, handing, existing fire rating, frame condition, vision panels, thresholds, hardware, hinge exposure, and the Government-designated main entrance before ordering.
Remove and dispose of three existing doors and only the frames, hardware, seals, and incidental materials necessary for the replacement.
Provide three insulated, exterior-rated, commercial hollow-metal/steel fire-rated door assemblies that match the existing size, configuration, swing, handing, and intended use.
Provide compatible frames where replacement is required. Reuse an existing frame only when it is serviceable, properly anchored, has the required fire rating, and is approved by the Government.
Provide listed hinges, closers, latching hardware, strikes, thresholds, sweeps, weatherstripping, sealant, corrosion-resistant fasteners, and directly associated hardware needed for complete operation.
Protect adjacent property, restore disturbed finishes, remove debris, and leave every opening safe, secure, weather-tight, and operational.
3. Fire-Rated Door Requirements Each new door, frame, vision panel, glazing kit, closer, hinge, latch, strike, seal, and related component shall be listed and labeled for the existing opening rating or the rating required by the applicable fire barrier.
Provide permanently labeled assemblies from a nationally recognized testing laboratory. Do not remove, cover, paint, or damage fire labels.
Doors shall be self-closing and self-latching. Adjust each closer so the door closes and latches from full-open and partially open positions without slamming.
Vision panels shall use listed fire-rated safety glazing and glazing kits compatible with the labeled door assembly and suitable for exterior weather exposure.
Maintain code-compliant egress. Locking hardware shall not prevent required exit from the interior side.
4. Main Entrance High-Security Lock The following applies to the Government-designated secured-space main entrance. Coordinate the final selection with the COR and unit security representative before procurement:
Provide an Sargent & Greenleaf (S&G) 831B padlock coupled with a NAPEC Mark II (MOD VIII), NAPEC Mark II (MOD IX), or one of the BMR TUFLOC Series 60 locks.
A GSA-approved steel vault door with a built-in three-position, dial-type, changeable Group 1R combination lock may be used instead only when specifically directed and approved by the Government.
The security hardware shall be compatible with the listed fire-rated assembly and shall not reduce required egress or the door fire rating.
Securely anchor frames, keepers, and thresholds so the closed and locked door resists prying and exterior removal of the frame facing or locking hardware.
Do not substitute or alter the approved high-security configuration without written Contracting Officer authorization.
5. Hinges and Associated Hardware Locate hinges on the inside of the protected space whenever possible. Hinges shall be listed for the fire-rated door and sized for the door weight and regular use.
Use fixed-pin security hinges, or peen or weld the hinge pins to prevent removal.
Any exterior door with exposed hinges shall have at least two supplemental security brackets, pins, or equivalent devices. The devices shall positively engage and resist shearing so the door cannot be opened by removing or damaging the exposed hinge portion.
Use corrosion-resistant commercial hardware suitable for salt air, rain, snow, ice, and regular exterior use.
Adjust hinges, closers, latches, strikes, and locks for smooth opening, controlled closing, positive latching, and secure locking.
6. Key and Access Control Coordinate keys, cores, combinations, temporary access, and final turnover with the COR and unit key-and-lock control custodian.
Treat keys, combinations, and access information as controlled items and release them only to authorized Government personnel.
Do not leave locks hanging open. Secure unused locks, cores, keys, and related hardware until Government turnover.
Do not leave any exterior opening unsecured or exposed to weather. Provide a secure temporary closure approved by the COR if work extends beyond one workday.
7. Required Site Visit and Submittals A site visit is required for all bidders before proposal submission. Verify the door ratings, openings, frames, swing/handing, vision panels, thresholds, hinge exposure, main-entrance lock arrangement, access, staging, and operational constraints. Coordinate the visit with the COR.
Before procurement, submit a concise door and hardware schedule; product data for doors, frames, fire-rated glazing, hinges, closers, thresholds, seals, locks, and finishes; fire-rating documentation; proposed high-security hardware; installation details; and warranty information. Government review does not relieve the Contractor of field-verification responsibilities.
8. Safety and Environmental Requirements Use appropriate PPE, barriers, housekeeping, ladder and tool safety, dust control, and material-handling practices. Maintain safe access and protect occupants and Government property. If suspect lead-based paint, asbestos-containing material, mold-like material, water damage, or concealed deterioration is encountered, stop work in the affected area and notify the COR. Do not disturb suspect hazardous material without authorization and required controls. Coordinate any hot work in advance and follow site fire-prevention requirements.
9. Inspection, Acceptance, and Closeout Confirm each assembly is labeled, plumb, aligned, securely anchored, weather-tight, and free of binding, unsafe gaps, loose hardware, or damaged finishes.
Demonstrate self-closing, positive latching, approved lock operation, safe interior egress, and secure hinge-side protection.
Correct deficiencies; complete finish restoration and cleanup; and provide the final hardware schedule, fire-rating documents, keys, combinations, instructions, and warranties.
Government acceptance occurs after successful inspection, demonstration, cleanup, and receipt of closeout documents.
10. Warranty and Contract Administration Provide a minimum one-year warranty on labor and installation workmanship from Government acceptance and transfer available manufacturer warranties. The Contractor shall provide all labor, supervision, materials, tools, equipment, transportation, permits, safety measures, disposal, and incidentals needed for the work. The COR may coordinate and inspect the work but cannot change the contract. Contract changes require written Contracting Officer authorization.
11. Reference Basis This SOW applies the non-complex operational maintenance screening language in the LOG-9 guidance and the applicable door, lock, hinge, and key-control provisions of COMDTINST M5530.1C, Physical Security and Force Protection Program. Fire-rated work shall follow the listed assembly requirements and applicable fire/life-safety code.
