Savannah, GA
10-11 December 2024 Unifying the Network for Agile and Adaptive C2
DESCRIPTION:
The Army’s Program Executive Office C3N and Command and Control Cross-Functional Team will host a network-related technical exchange meeting (TEM) on December 10-11, 2024, at the Savannah Georgia Convention Center. The network is the Army’s number one transformation priority, enabling command and control (C2). TEM 13 will build upon previous TEMs with technical discussion, operational feedback, and strategic government/industry sessions. To support these goals, TEM 13 will provide sessions centered around topic areas including, but not limited to:
− Next Generation Command and Control
− Priority Enterprise Capabilities for a Unified Network Enabling Tactical Effects
As an “odd” numbered TEM, TEM 13 will be structured to inform industry’s research and development efforts to align with Army priorities. Potential business opportunities will be discussed throughout the event, and 1-on-1 sessions will be offered through a registration process. Additionally, starting with TEM 13, the Army is partnering with the University of Texas System to introduce an Academic Track. The goal of this track is to better connect the basic and applied research being conducted in academia to farther-future topics of interest to the Army. It is also an opportunity to help industrial partners and university researchers make connections with industrial partners for future collaborative efforts.

1115-1215 BREAKOUT: ACADEMIC TRACK: Achieving Tactical
Autonomous Active Cyber Defense
The Army’s cyber strategy involves tactical autonomous active cyber defense (TAAACD), in which an autonomous decision environment leverages intrusion detection algorithms and methodologies to take actions that either allow network traffic in a contested environment, or takes one of several defensive actions, including decoy/deception, modification, system reset to a known good, or dropping traffic. The autonomous decision framework relies on AI/ML techniques and measurement of internal and external effects and is applicable to both traditional and cyber physical systems (e.g. vehicle platforms). Accomplishing TAACD presents several technical and non-technical challenges. This panel will discuss and explore technological advancements and challenges associated with such autonomous decision making and response, as well as non-technical considerations.

BREAKOUT: Strengthening the Intel Sensor Data Chain
The Army has established an interoperability and integration approach for the adoption of Open APIs such as the Integrated Sensor Architecture (ISA) and Hydra. A challenge we are addressing is how to integrate Intelligence with Mission Command information to enable commanders’ decision making. Following MOSA guidelines, open standards, and well defined API’s, the Army has identified a path for sharing Intelligence to Mission Command and Soldier systems to meet the Soldiers’ needs by connecting the standard APIs for ISA and Hydra into a new product, Falkor. The discussion will cover lessons learned on collaboration and seamless sharing of information, leveraging ISA and the Falkor bridge to provide information from sensors and Intel to Mounted Mission Command, how this same sensor and Intelligence can be provided to Soldier systems operating on TAK, and how these connections ease operations with coalition partners.
