Question: In the interest of local capacity building, is there room for a local logistician or assistant?
Response: Applicants may decide whether to include a local logistician or assistant in their proposals. USAID/Rwanda cannot provide personnel for this purpose from within the organization.
Question: Although the gender focal point from USAID will merely provide “verbal feedback” to the report, what other contributions can be expected? Will s/he participate in the desk review and help develop the outline, or the methodology?
Response: The international consultant will submit a draft fieldwork methodology plan, which will include the scope of the assessment, geographic areas of data collection, types of individuals to be interviewed, site visits to be conducted, and any logistical issues to raise prior to the start of the fieldwork. The plan will also contain interview protocols. The fieldwork methodology will be submitted two weeks prior to beginning field work. The Gender Coordinator will offer comments and feedback on the methodology.
Question: Is it assumed that the gender focal point will have a role in this, but it would be very helpful for the Mission to compile a list of suggestions that we could add to, as this ensures everyone the Mission considers most important is captured.
Response: The Gender Coordinator will provide a list of staff for consultations at USAID/Rwanda and will also propose sites for USAID/Rwanda field visits.
Question: What is the anticipated duration of fieldwork?
Response: Anticipated duration of fieldwork is 2-3 weeks.
Question: Is there a minimum number of site visits to be conducted? Will the gender focal point be available for site visits? Will their travel be covered by the Mission’s budget?
Response: The Gender Coordinator will accompany the consultant(s) on site visits; her travel will be paid for by USAID/Rwanda. Consultant(s) should expect approximately 5 field visits, subject to change.
Question: Is three weeks (report submission is three weeks after the completion of field work) consistent with
Response: Further clarification of the timeline will be provided in the final solicitation.
Question: Does USAID/Rwanda have a preferred methodology?
Response: USAID/Rwanda is seeking documentation of the gender-related needs and constraints in the programmatic sectors in which we work (Democracy and Governance, Economic Growth, Education, and Health). The report should also identify opportunities to address these needs through our existing programs and present concrete suggestions for implementation.
Question: Is USAID/Rwanda searching for an individual to perform the assessment, or will it be contracting with a firm?
Response: USAID/Rwanda is open to contracting with an individual or a firm.
