Questions and Answers USAGM21RFQ0009
1. How many crew members do you see traveling for this shoot? We could see ourselves needing a translator/driver, an assistant, and a lead cameraperson.
RESPONSE: This is up to the Contractor. Iran's Theocratic system is difficult for journalists to work within. It is under heavy censorship, and we rely in vendor to figure these issues out.
2. Do travel expenses come as an advance or reimbursement for the total project after the final delivery as late as September of 2023?
RESPONSE: The resultant contract will be awarded on a firm-fixed price basis. All pricing shall be inclusive of all costs to deliver the duration of footage requested. The Contractor may invoice for the GV or the VP sequence videos as they are delivered, reviewed, and approved by the Government (and submitting a proper invoice for that footage through the IPP payment portal).
3. Is the vision to complete all of the shooting in one long trip - or could the travel be broken up over two years so the contractor could show progress on the project along the way?
RESPONSE: The Government expects that the Contractor would have existing general footage or would be able to provide footage in the targeted geographical areas and in the topical categories listed. To the extent travel is required, we would expect the Contractor to be able to put enough of an estimation of travel costs into the proposed pricing for the sequences that would cover any scenario based on what exists (within the Contractor library of footage) and what may be needed to deliver footage in what doesn't exist. This may be based on a Contractors experience and capabilities.
4. Nowadays, it is just as easy to shoot and deliver 4k footage to shoot HD. Would the agency prefer a higher resolution than HD for longer shelf life to the footage?
RESPONSE: The format doesn't matter. We broadcast in HD, hence the requirement for HD. 4k would be acceptable. In fact, it may be more beneficial to the Government to receive footage in 4k. What matters is for the footage to get to the Government in shortest amount of time.
5. Can you expand on the "general vision" 30-minute cut and the "Vox Pop" 15-minute cut? Are these to serve as a rough draft of a final show or sequence? Or are these segments just closer to a highlight reel or overview of some dailies shot in each province?
RESPONSE: We see these as raw (but broad castable) sequences.
