About this file
This is a Statement of Work (SOW) for technical, administrative, operations, maintenance, and broadcasting services for Medium Wave (MW) and Frequency Modulation (FM) broadcasting facilities operated by the United States Agency for Global Media (USAGM) in Djibouti.
The contractor shall provide comprehensive support for USAGM radio transmitting facilities, including all personnel, management, supervision, technical expertise, labor, tools, equipment, materials, licenses, permits, transportation, and incidental services. The scope encompasses maintenance of MW and FM transmitters, transmitter blocks, cooling systems, harmonic filters, combiner systems, dummy loads, antenna systems, matching units, feed lines, SF6 switchgear, generators, site utilities, electrical distribution systems, monitoring and control systems, and satellite reception facilities. The period of performance is one year from the contract award date with continuous support required throughout. Key contractual requirements include routine preventive maintenance (cleaning transmitters every two months, weekly cooling system activation, generator inspections), initial site inspections and equipment cleaning, restoration of electrical supply and facility utilities, transmitter startup procedures with incremental power increases, and monitoring and record-keeping. An optional Broadcasting/Transmission Services CLIN 0002 requires the contractor to maintain licenses and provide broadcasting on three frequencies: 1431 kHz (Medium Wave), 100.8 MHz (FM Djibouti City), and 102.0 MHz (FM Arta), including satellite reception facilities, compliance with international broadcast standards, and notification of transmission failures. Emergency Services CLIN 0003 covers emergency repairs for broadcast and support equipment with budgetary estimates required before work exceeding standard scope, capped at $10,000 annually without Government approval. Frequency licensing and regulatory compliance obligations include obtaining and maintaining all licenses and frequency authorizations for the three operating frequencies while ensuring compliance with Djibouti laws and regulations. Deliverables include an initial site assessment report (within 30 days), frequency license documentation (within 15 days and upon renewal), monthly operations reports, preventive maintenance reports (within 5 business days), quarterly generator and cooling system reports, and various incident and compliance reports. Performance standards establish key performance indicators including ≥98% broadcast availability, ≥98% transmitter readiness, 100% preventive maintenance completion, ≥95% on-time maintenance schedule adherence, 100% generator and cooling system readiness, emergency response acknowledgement within 2 hours and on-site response within 8 hours where feasible, and 100% license compliance. Security requirements encompass personnel security, site access control, protection of Government property against theft and vandalism, information security, incident reporting within four hours, cybersecurity measures including restricted system access and antivirus protection, and continuity of operations during power outages, equipment failures, natural disasters, civil unrest, and security incidents. The Government reserves inspection rights covering site inspections, equipment inspections, maintenance record reviews, operational testing, security reviews, and license verification. Services shall be performed at USAGM broadcasting facilities and associated transmission sites in Djibouti.
