About this file

This is a Performance Work Statement for the USAFA Fire Alarm Reporting System (FARS) Network Upgrade contract under the control of 10 CES/CEF at the United States Air Force Academy, with a contract award date of February 24, 2026.

The contract is a non-personal service contract requiring a factory-authorized Honeywell Notifier Engineered Systems Distributor to program and integrate proprietary fire alarm systems. The primary objective is to upgrade the existing campus-wide FARS network, which currently consists of a Honeywell Notifier system with ONYXWORKS workstations and panels, plus a legacy Radionics system using dialers, all supported by fiber optic cabling and wireless radios. The contract period of performance is twelve (12) months from award, during which the contractor must complete all tasks, testing, and network cutover to deliver a fully operational system. The contractor is responsible for providing all materials, personnel, supervision, equipment, facilities, and transportation necessary for the upgrade.

The contract includes six primary performance tasks: (1) replace existing legacy fire alarm control panels incompatible with the new network, with upgrades integrating into ONYXWORKS architecture; (2) perform system-wide firmware updates and install high-speed fiber-optic network communications modules on compatible panels; (3) install, program, and test intelligent gateway interfaces for ONYXWORKS to manage network traffic and alarm routing; (4) provide and install wireless network solutions using military-approved point-to-point radios (e.g., Cambium Networks) to connect ten designated facilities lacking fiber optic connectivity to the main FARS network; (5) analyze and integrate or replace the legacy Radionics system, migrating all alarm points to the upgraded high-speed network and eliminating dialer-based reporting; and (6) conduct comprehensive system testing and manage phased network cutover with zero loss of life-safety monitoring during transition. Critical performance thresholds require all upgrades completed with fully functional and tested systems, network cutover with documented successful operation and no loss of life-safety monitoring, all ten wireless links maintaining 99.9% uptime, and 100% decommissioning of active Radionics alarm points. Estimated workload quantities are provided in Appendix A, including specific Notifier equipment models and Cambium Networks radios, with offerors responsible for verifying all quantities required to meet performance objectives. Contract deliverables include documentation of final system configuration, operations manuals and as-built plans, and closeout documentation with surveys and as-builts, all due upon project completion.

1 Purpose

1.1 Introduction. This is a non-personal service contract to provide a USAFA FARS network upgrade at the United States Air Force Academy (USAFA). The contractor shall be a factory-authorized Honeywell Notifier Engineered Systems Distributor (ESD) to program and integrate the proprietary systems required herein.

1.2 Background. The existing USAFA Fire Alarm Reporting System (FARS) is a proprietary, campus-wide network comprised of two primary systems: a Brand Name Honeywell Notifier network (including ONYXWORKS™ workstations and various panels) and a legacy Radionics system that reports over dialers. The overall network infrastructure consists of fiber optic cabling and wireless radios. This project requires a comprehensive upgrade of the FARS network to modernize the life-safety infrastructure, ensure operational effectiveness, and enhance the safety of all personnel and facilities.

1.3 Scope of Services. The Contractor shall provide all resources (i.e. materials, personnel, supervision, equipment, facilities, transportation) necessary to perform USAFA FARS network upgrade in accordance with (IAW) the Performance Work Statement (PWS). The contractor shall be responsible for accomplishing the specific tasks detailed in Section 3 of this document.

1.4 Period of Performance (PoP). The Period of Performance for this contract shall be twelve

(12) months from the date of contract award. The contractor shall complete all tasks, testing, and final network cutover, delivering a fully operational system within this timeframe.

2 General Service Requirements

2.1 Mission Essential Services. The services under this contract have been determined to be Mission Essential by the Mission Element commander.

2.2 Normal Hours of Operation. USAFA’s normal hours of operation are 6:30AM to 5:00PM, Mountain Standard Time (MST), Monday thru Friday. The contractor is responsible for conducting business during normal duty hours. The contractor is not expected to work when there is a base or applicable facility closure (i.e. Federal holidays, local or national emergencies, or Government directed).

2.3 Federal Holidays. The following federal holidays are currently observed by the Government. If a holiday falls on a Saturday, for most Federal employees, the preceding Friday will be treated as a holiday. It is the contractor’s responsibility to remain aware of any changes to designated Federal holidays. The following Federal holidays are currently observed by the Government:

New Year's Day (January 1st) Labor Day (1st Monday in Sep) Martin Luther King, Jr. (3rd Monday in Jan)

Columbus Day (2nd Monday in Oct)

Washington's Birthday (3rd Monday in Feb)

Veterans Day (Nov 11th)

Memorial Day (Last Monday in May) Thanksgiving Day (4th Thursday in Nov) Juneteenth (June 19th) Christmas Day (Dec 25th) Independence Day (July 4th)

2.4 Project Manager and Contracting Officer Authority. The Government will designate a

Project Manager as the primary technical point of contact for this requirement. The Project Manager will coordinate site access, perform technical inspections, clarify technical requirements, and facilitate day-to-day operations. However, the Project Manager does NOT have the authority to modify the terms, conditions, scope, price, or delivery schedule of this contract. Any changes to the contract must be requested through, and formally authorized in writing by, the warranted Contracting Officer. The Contractor shall not take any direction that changes the scope or price of this effort without explicit written modification from the Contracting Officer.

2.5 Contract Management. The Contractor shall respond to all Government requests, establish a primary point of contact, and maintain an adequate workforce for uninterrupted performance of all tasks defined within this PWS. The Contractor shall establish clear organizational lines of authority and responsibility to provide effective management and control of resources.

2.6 Contractor Identification. All contractor personnel shall be required to wear contractor identification badges when working on a Government installation. When working with Government personnel (i.e. meetings, telephone calls, email, conversations), contractor personnel shall identify themselves as such to avoid the appearance of being a Government employee.

3 Description of Services

3.1 The contractor shall execute the FARS upgrade to achieve a fully integrated, high-speed reporting network. The specific performance objectives include:

3.2 Task 1 – Legacy Panel Upgrades. The contractor shall provide and install all equipment required to replace existing legacy fire alarm control panels that are incompatible with the new high-speed network. Upgraded panels shall integrate seamlessly into the existing ONYXWORKS™ architecture.

3.3 Task 2 – Network Card & Firmware Upgrades. The contractor shall perform system-wide firmware updates and install high-speed fiber-optic network communications modules on all compatible existing panels to establish high-speed campus connectivity.

3.4 Task 3 – Gateway Installation. The contractor shall install, program, and test new intelligent gateway interfaces for the ONYXWORKS system to manage the upgraded network traffic and ensure reliable alarm routing.

3.5 Task 4 – Wireless Network Integration (10Buildings). For the 10 designated facilities lacking physical fiber optic connectivity, the contractor shall provide and install a complete wireless network solution utilizing military-approved point-to-point radios (e.g., Cambium Networks or equal) to bridge these facilities to the main FARS network.

3.6 Task 5 – Legacy Radionics System Integration. The contractor shall analyze and integrate (or replace) the legacy Radionics alarm system. The final performance outcome shall ensure all alarm points from the Radionics system are successfully migrated to the upgraded high-speed FARS network, eliminating the need for traditional dialer-based reporting.

3.7 Task 6 - Testing and Network Cutover. The contractor shall conduct comprehensive system testing and manage a phased network cutover, ensuring zero loss of life-safety monitoring capabilities during the transition.
