About this file

This is a Sources Sought notice and Request for Information (RFI) issued by the United States Air Force Academy (USAFA) Chemistry Department through the 10 CONS/PKB contracting office. The notice seeks market research to identify capable vendors, determine commercial availability, and evaluate small business set-aside opportunities for an Electron Nuclear Double Optical Resonance System (ENDOR). The ENDOR system will support the USAFA's quantum science and technology minor and advanced physics courses by enabling complete measurements of spin relaxations in cryogenic materials. The contract will be awarded as a firm-fixed-price arrangement with delivery FOB Destination to USAF Academy, Colorado 80840.

The system must meet specific technical requirements including X-band operating frequency, arbitrary waveform generation with minimum 1.0 Gsamples/s sampling rate and 2 GB onboard memory, pulse timing resolution better than 15 nanoseconds, broadband RF frequency range of 0.1 to 100 MHz, minimum 150 watts RF power amplification, a dedicated digital controller capable of executing advanced multi-dimensional ENDOR sequences, and automated software for tuning and data acquisition. Interested vendors must submit capability statements by 29 July 2026 at 2:00 PM Mountain Standard Time via email to Contracting Officer Kenneth Helgeson (kenneth.helgeson.3@us.af.mil) and Contract Specialist Mikayla Brandt (mikayla.brandt@us.af.mil). Responses must not exceed five pages and should address company profile, business size classification under NAICS 334516, capability to meet specifications, manufacturer status, relevant GSA Multiple Award Schedule (MAS) or Government-wide Acquisition Contract (GWAC) vehicles, commercial lead times and warranty terms, product condition status, estimated pricing, and subcontracting plans. This RFI is informational only and does not constitute a formal solicitation or government commitment.

SOURCES SOUGHT: FA700026Q0087

THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING

PURPOSES ONLY!

Title: Electron Nuclear Double Optical Resonance System (ENDOR)

Requiring Activity: USAF Academy (USAFA), Chemistry Department (DFCH)

NAICS Code: 334516 – Analytical Laboratory Instrument Manufacturing (Size Standard: 1,000 Employees)

Product Service Code (PSC): 6630 – Chemical Analysis Instruments

1.0 Introduction and Purpose

This is a Request for Information (RFI) / Sources Sought notice issued by the 10 CONS/PKB for informational and planning purposes only. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government.

All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the

Government.

The purpose of this RFI is to conduct market research to identify potential capable sources, determine commercial availability, and evaluate if small business set-aside opportunities exist for an ENDOR system.

2.0 Background

The USAFA Chemistry Department requires an ENDOR System extension to enable complete measurements of spin relaxations in cryogenic materials. This ENDOR system will support the quantum science and technology minor as well as other advanced physics courses.

• The contract type will be firm-fixed price.

• Delivery is FOB: Destination to USAF Academy, CO 80840.

3.0 Salient Characteristics / Minimum Requirements

The Government is seeking a commercial ENDOR System that meets or exceeds the following technical specifications:

This section defines the backbone of the spectrometer that generates the electron spin echoes required before the ENDOR sequence is applied.

Characteristic Description & Required Thresholds

Operating Frequency

Band(s)

X band

Arbitrary Waveform

Generation (AWG)

At least 1.0 Gsamples/s, at least 2 GB onboard memory, at least 14 bit vertical resolution, at least 4 trigger outputs, external trigger input, integrated pulse monitor

Pulse Timing Resolution Timing resolution less than (better than) 15 ns, phase resolution less than (better than)

0.1 degrees, frequency resolution better than (less than) 1.5 Hz.

This section dictates the ENDOR system's performance thresholds.

Characteristic Description & Required Thresholds

Frequency Range

Frequency range 0.1 to 100 MHz

RF Power

Amplification

At least 150 W rf power

Double Resonance

Control

Must include a dedicated digital controller (equivalent to a DICE unit) capable of executing advanced multi-dimensional ENDOR sequences (e.g., Mims ENDOR, Davies ENDOR, TRIPLE resonance).

Software Suite Must include automated software for tuning, pulse sequence programming, 2D/3D data acquisition.

4.0 Requested Information

Interested and capable vendors are requested to submit a capability statement addressing the following:

1. Company Profile: Company name, address, Point of Contact (POC), phone number, email, System for Award

Management (SAM) expiration date, CAGE Code, and Unique Entity ID (UEI).

2. Business Size: Identify your business size standard and socioeconomic category (e.g., Large, Small, SDVOSB, WOSB, etc.) under NAICS 334516. If you are a small business, indicate if you manufacture the equipment domestically or if you are an authorized reseller (and identify the manufacturer/country of origin).

3. Capability: A brief statement detailing your ability to provide a system that meets all the salient characteristics listed in Section 3.0. Please include standard product brochures or specification sheets if available.

4. Indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying. Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort.

5. Contract Vehicles: Provide your GSA Multiple Award Schedule (MAS) contract number (e.g., under SIN 334516 or 339113LAB) or any other Government-wide Acquisition Contract (GWAC) currently held for these items.
