STATEMENT OF WORK
USAF Band Simulated Acoustics System
BACKGROUND:
The USAF Band requires an electronic acoustics system to enhance the acoustics in the Concert Band rehearsal studio. The room currently houses a defunct LARES system which will be removed as part of this statement of work. The USAF Band has determined that an L-Acoustics Ambiance System is the only option to meet the needs of the members of the USAF Band.
SCOPE:
Contractor will decommission and remove approximately 84 loudspeakers from the existing LARES system. 32 loudspeakers will be removed from vertical surfaces and will require drywall patching and prep for repainting. Contractor will remove all cabling and hardware from existing speaker install.
Contractor will then work with L-Acoustics designers to design and install an L-Acoustics Ambiance system to meet the needs defined in this SOW.
OBJECTIVES:
Remove current LARES system, hardware and patch walls. Install a new L-Acoustics Ambiance system per L-Acoustics design which will allow for performers to receive acoustical feedback from the playing of their instruments as well as simulate the acoustics of a concert hall. The system shall also provide voice lift for use in commanders calls and allow for audio input for distributed sound as needed for audio playback.
TASKS:
- Contractor shall provide detailed drawings, equipment lists, wiring schematics, and timelines during the planning phase. Multiple drawings showing installation plans shall be approved prior to the installation.
-Contractor shall remove existing sound system components consisting of speakers, mounting brackets, cabling, etc. Any holes in structure shall be patched by a drywaller and prepped for painting.
-Contractor shall install all system components including racked equipment, cabling, speakers, control panels, etc. Contractor be responsible for all costs associated with pulling cable throughout the campus.
-Contractor will provide onsite technical training for the new system’s operation and a continuity binder and training aides for future personnel.
-Contractor shall provide a two-year onsite installation warranty and technical support service from the date of client handover.
-Contractor shall be responsible for any equipment required to install the system to include aerial lifts, equipment lifts, etc.
-Contractor shall use 5/8” or ¾” inch plywood or OSB in all locations inside of the rehearsal studio where a lift is to be used to protect the flooring.
-Contractor will be responsible for protecting all fixtures including drapes, electronics, instruments, etc.
from any dust created from construction.
REQUIREMENTS:
-The system shall be designed and built per L-Acoustics specifications. An L-Acoustics Ambiance specialist shall be consulted and present during all pre installation meetings and design work. The specialist shall be on site for the commissioning and training portion of the installation.
-The system shall be designed and installed to minimize the interference with theatrical lighting fixtures and projector located in the rehearsal studio. 9 Microphones shall be installed on servo reelers as needed to be retracted during special events. Contractor shall provide 6 reelers and the USAF Band shall provide 3 existing reelers for re-use.
-Contractor shall create presets selectable by novice operators to operate the system when trained personnel are not present.
-Contractor must have a minimum of 2 technicians on staff trained in the following courses:
• L-ISA Technology
• L-ISA Loudspeaker System
• L-ISA Preproduction
• L-ISA MIXING
• Soundvision
-Contractor must have been an L-Acoustics Certified Provider for a minimum of 10 year
-Contractor must be located on the East Coast and able to respond to a service call in person within 4 business hours
-Contractor must have the following equipment in their rental inventory in case a failure occurs:

PLACE OF PERFORMANCE:
The USAF Band, 201 McChord Street Anacostia-Bolling, Washington, DC 20032
PERIOD OF PERFORMANCE:
All equipment shall be installed within 365 days of contract award.
BID SUBMISSION REQUIREMENTS:
Contractors must submit a letter from L-Acoustics approving of their qualifications to install an Ambiance system at this location. Any bids without this paperwork will be immediately disqualified. A complete equipment list along with a narrative of their qualifications as highlighted above in the requirements section as well as previous installs shall also be included in the bid package.
SPECIAL QUALIFICATIONS:
Contractor must be qualified by L-Acoustics to install and maintain Ambiance Systems.
SECURITY REQUIREMENTS:
Contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
GENERAL INFORMATION
RECOGNIZED HOLIDAYS:
Contractor is not required to work on federally recognized holidays.
HOURS OF OPERATION:
The contractor is responsible for conducting business, between the hours of 8 AM-4PM Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. For other than firm, fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons.
CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
The Contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this SOW.
This Sources Sought Notification (SSN) is in support of market research being conducted by the United States Air Force (USAF). This market research is being conducted to increase competition for this requirement by identifying potential sources and to gauge interest.
The Government will use the information gathered through publication of this SSN to determine the best acquisition strategy for this requirement. The Government is interested in all potential business who have the capability to execute the work described in the PWS.
