QUESTIONS AND ANSWERS

Questions

FY20 JPP O&M

1. SECTION C -2.3 - Work to be Performed states "The quality of the mowing shall equal or exceed a sharp finish mower product". In order to provide a sharp finish mower product with a cut height of no more than 3", the grass to be mowed would need to be no more than 5" - 6". Historically mowing has not been called until the grass height has reached heights greater than 8" and routinely up to 24".

Is the contractor required to double or triple mow with no extra compensation to attain this level of quality?

(a) Answer: Please reference Solicitation section C-2 for the mowing requirements for the current requirement.

The Government anticipates requesting enough mowings throughout the season to maintain the referenced grass height. However, this standard may be relaxed, in coordination with the Contracting Officer’s Representative (COR), due to weather or budget constraints.

Windfall and stumps from storm damaged trees are to be cut just above ground level. Windfall is defined as "debris caused by storms or heavy winds to include fallen trees". Historically storms and heavy winds are routine, and some have cost thousands of dollars to clean up.

Is the contractor responsible for this massive cleanup cost while only being paid a regular mowing price?

(b) Answer: Please reference Solicitation section C-1.32(ee), which has been amended to clarify that windfall encompasses only trees measuring 24 inches or fewer in diameter at the root crown, as determined by the COR.

Further, Solicitation sections C-2.3(a) and C-3.2(d) – (g) have been amended to clarify that trees measuring greater than 24 inches in diameter are to be removed on a separate Task Order. Further, Solicitation section C- 2.3(a) states that windfall and natural debris can be removed from the maintained area and deposited 12 feet into a wooded, non-maintained area.

Clearances are to be "maintained up to a height not less than ten (10) feet in general areas such as above impact sites, picnic sites, walkways, and trails and not less than twenty (20) feet or within eight (8) feet of roadways, parking lot edges, entrances and campsites to prevent overhanging hazards."

Is the contractor required to go project wide on the first mowing and clear every park to these clearances or just maintain current clearances?

(c) Answer: The Contractor will have the base year to comply with these requirements. The Contractor will submit a schedule at the beginning of the base year, grouping the areas together and dividing them into four (4) fiscal year quarters to meet contract requirements. High use areas, such as campgrounds and day use areas, shall be done first or as otherwise negotiated between the Government and the Contractor.

2. SECTION C - 3.2 - Work to be Performed. A common phrase used throughout this section is "all associated grounds and facilities ..... shall be cleaned."

Is this limited in size or could the whole park be considered to be associated?

Answer: As stated in Solicitation section C-3.2(c), “all associated grounds and facilities” includes impact areas, parking areas, steps and walks, hydrants, electrical outlets, and service tables. This reference is limited to the immediate area of a facility.

3. SECTION C - 3.2a. - Restrooms and Washhouses. "These items shall be completed on a continuous "as needed" basis."

Is the contractor required to continually travel to the restrooms and washhouses after they have already been cleaned to perform these additional items?

Answer: No. The “additional items” referenced in Solicitation section C-3.2(a) will be performed on an “as needed” basis as directed by the COR and will typically be performed at the same time as other routine line item requests.

4. SECTION C - 3.2e & f. Litter: Campgrounds and Litter. Picnic Areas. Campsites and Picnic sites have a separate line item, but they are also included in Litter.

Will the individual line items not be used, and the contractor required to clean the sites under litter only?

Answer: The separate line item references to Campsites and Picnic Sites include the complete cleaning of those sites, to include raking and cleaning the table, grills, and/or pits. References to litter in these line items is intended to remind the Contractor that they are responsible for picking up litter in all maintained areas, which includes any trash deposited at these impact sites that might blow into the maintained area. The line item for litter pickup references routine litter pickup in all maintained areas.

5. SECTION C - 3.2d, e, f & g Windfall is included in litter pickup. Windfall includes fallen trees due to heavy winds and storms.

Is the contractor required to remove fallen trees which could cost thousands of dollars for the price of litter removal?

Answer: Please reference the Government’s response to Question #1(b).

6. SECTION C - 3.2d, e, f & g. Is there a limitation on the size of limbs and drift that the contractor is responsible for?

(a) Answer: No, there is no limitation.

Is drift all drift including large amounts deposited after major water level increases or just routine drift?

(b) Answer: Drift references all drift, including that deposited after a major water level increase. But, in cases of extraordinary amounts of drift, as determined by the Government, the Contractor may be granted additional time to meet contract specifications or the Government may issue a Task Order to expedite cleanup.

Is the contractor responsible for removing illegally dumped debris regardless of size and quantity as this is a major problem in the area?

(c) Answer: The Contractor is required to remove all litter, including dumped debris, regardless of size, to a local landfill.

Ditch Lines. It states that "culverts shall be cleaned". Does this requirement mean all underground drain piping or just the openings?

(d) Answer: Please reference Solicitation section C-3.2. The Contractor is required to clean all culverts, which do not include underground drain piping.

If it is all underground piping, could you provide locations and footages as this would be a major cost to consider?

(e) Answer: Please reference the Government’s response to Question #6(d). Culverts are typically located across roadways and campsites. Please reference Solicitation Exhibits GIS1-GIS18 for maps showing area entrances, campsites, and maintained areas. Culverts located near storm water drain lines are typically 12 feet long and one (1) to two (1) feet across. This line item calls for approximately one (1) mile of drainage covering recreational areas to roadways.

Since pothole repair is more of a construction item and will require employees with a different skill set and equipment than cleaning employees, can you give an estimate of the number of potholes to be repaired?

(f) Answer: Please reference Solicitation sections C-3.2(d) – (g), which have been amended. The Government does not anticipate this service to require any specialized skills. Pot holes are to be cleared of loose debris and filled with cold patch material (provided by the Government), tamped, and leveled.

7. SECTION C - 7.2 - Work to be performed. Currently there are no trash collection companies willing to provide 6- 8 yd. dumpsters to all areas.

Will the contractor be required to purchase and operate a front- loading dumpster truck and dumpsters?

Answer: Please reference Solicitation section C-7. The Contractor is responsible for removing items in accordance with the contract requirements. The Contractor is not required to purchase and operate a dumpster truck and/or dumpsters and may instead elect to use sub-contractors to perform this requirement.

8. SECTION C - 10.2a. Work to be Performed. Annual beach maintenance has been included in routine beach maintenance.

Will the contractor be required to spread sand amounts that are significantly higher than the typical amounts listed?

(a) Answer: No, the amounts listed are typical amounts required. Depending on recovery, the amount required may be lower or no sand may be required.

Annual playground maintenance has been included in routine playground maintenance.

Can the government supply an estimate of the mulch used for each playground?

(b) Answer: The Government estimates that each playground requires approximately 100 yards. The current mulch supplier spreads the mulch, but the Contractor is ultimately responsible for ensuring that the mulch is spread.

9. SECTION C-12.3. Schedule of Work. Pumping "shall be on as needed basis".

Will there be a provision for extra compensation for after hours and weekend pumping, or will the pumping only take place under this requirement Monday-Friday between the hours of 7am and 5pm.

Answer: No, there is no provision for extra compensation. But, the Government will work with the Contractor to allow for pumping on the next business day, except in dire emergencies.

10. Could you please provide the name of the incumbent contractor or contractors and current award amount(s)?

Answer: The incumbent contractor is Graham Services LLC. Government Contract award amounts are publicly available at https://beta.sam.gov/awards/81589776%2BIDV?keywords=W912P515D0001&sort=-relevance&index=&is_active=true&page=1 However, please note that the contract line item requirements for this Contract have changed since it was last awarded.

11. Do you know how many employees perform this job at the moment?

Answer: Publicly available information about the current contract is available at https://beta.sam.gov/. The Contractor is responsible for determining the required number of employees to complete each line item.

b. Can you provide the quantity of restrooms per building?

Answer: There are two (2) in the Maintenance office and two (2) in the Regulatory office. There are four (4) restrooms in the Resource office.

c. Can you provide the quantity of users per building?

Answer: There are typically approximately thirty individuals in the Regulatory office, five (5) individuals in the Maintenance office, and a minimum of 10 individuals in the Resource office. The Resource office also receives visits from members of the public. Additionally, these quantities can vary due to the conference rooms located in each of the offices.

16. Page 64, second paragraph: These dumpsters must be emptied routinely and immediately upon reaching ¾ full.

Does this mean that for this service an individual Task Order will not be required? a. Page 25, Task Orders states:

All work under this contract will be ordered by issuance of individual Task Orders (DD Form 1155, see Exhibit H).

No work shall be performed under this contract before an individual Task Order has been issued by the Contracting Officer (KO).

https://beta.sam.gov/awards/81589776%2BIDV?keywords=W912P515D0001&sort=-relevance&index=&is_active=true&page=1 https://beta.sam.gov/awards/81589776%2BIDV?keywords=W912P515D0001&sort=-relevance&index=&is_active=true&page=1

Answer: Please reference Solicitation section C-7.5. These dumpsters are provided at the election of the Contractor for the Contractor’s convenience and are not required. Therefore, they will be emptied whenever they are ¾ full and a Task Order for this work is not required. The dumpsters required by Solicitation section C-7 will be emptied upon the issuance of a Task Order.

17. Section C-11, Maintenance of Navigation Aids, the price for Buoy installation/Replacement/Relocation is for the labor only or should consider costs associated to materials and equipment as well?

J Percy Priest O&M contract 2019 Site Visit 11/14/2019

Notes:

This contract has substantially changed from its previous versions. It is NOT recommended to use previous contract data as basis to formulate your bid for this contract. The goal of these changes are to enhance our parks to provide a safe, clean and enjoyable locations for our shareholders by reestablishing the original maintained area for mowing and cleaning, opening areas for better law enforcement surveillance and the enforcing contract requirements.

We have a duty and responsibility to make J. Percy Priest a safe environment for our shareholders that is why we made major changes to the contract, such as monthly checking of the Fire systems and ADE devices. Increasing the contractor’s appearance in our areas makes them safer and cleaner.

We switched from a Level system of cleaning and to a Calendar system, which includes increasing the amount of cleaning in targeted high usage areas during peak season and reducing other areas that are lesser used, but still using the original premise as to when we reduce services or increase services. This is a fluid Contract that increases or decreases as usage demands.

Section 2 mowing Line items ###1-##15. And review some of its primary changes.

A few areas have been marked but essentially our mow line is from “mature” tree line to the water line in all areas.

Over grown weeds (privet) must be mowed, trimmed, weeded or sprayed down especially, between campsites and water line and or the roadway. (Must be accomplished on first mowing of season.) Canopy trimming requirements must be scheduled and requirements met with in the first year.

Mowing is typically every two weeks starting late March to early October, then one (1) to two (2) more in off season for leaves.

“Before each mowing the Contractor shall pick up all litter, trash, limbs, windfall and other debris and place it in refuse containers. Windfall and natural debris may be removed from the maintained area and deposited 12 feet into a wooded non maintained area”.

-This means no piling of debris by tree line edge please disperse into the unmaintained area as far as possible.”

“Grass, weeds, tree seedlings, vegetation, etc. in all planters, landscaped shrub areas, mulched areas, beaches, impact sites, playgrounds and expansion joints or cracks in sidewalks, curbing, slabs, steps, gravel parking, or paved areas shall be removed and disposed of each time mowing is accomplished. Limbs, windfall and debris shall be removed and clearances maintained up to a height not less than ten (10) feet in general areas such as above impact sites picnic sites, walkways, and trails and not less than Twenty (20) feet or within eight (8) feet of roadways, parking lot edges, entrances and campsites to prevent overhanging hazards. All suckers, water shoots and sprouts growing from trees or shrubs shall be trimmed back at each mowing to maintain a neat appearance. Vines (such as honeysuckle, poison ivy, etc.) growing on or around trees, posts, structures, etc. shall be cut/ sprayed at each mowing. Stumps from storm damaged trees are to be cut just above ground and noted to COR for grinding”

-Trimming of the areas is performed prior to start of each season but also can be performed as it is needed. For example, when a bush grows or limb falls into the maintained area and alters the mowers path by the tree line or keeps cleaners from performing their duties then it will be expected to be removed or trimmed (Clean cut) immediately prior to performance of service.

-Storm damaged trees are trees that pose a hazard or impede one of the other services from being performed.

Limited to one to two trees in an area and only on ground. For more than that or a major storm cleanup we will use non routine line items to perform cleanup. Cleaners will also be allowed up to three cleanings to clear area of weather event related debris litter pickups prior to Government inspection as long as there is substantial and continuous improvement between cleanings. (Priority being parking areas and pathways.)

Line item ##16 Perimeter trimming.

Some areas will need major work to clear an area of large amounts of privet or recover abandoned mow lines along roadways or paths. This is where this section comes into play. We estimate approximately 5280 linear feet per year.

On average 2 to 6’ wide.

Section 3 Cleaning of recreational areas.

Previous Contracts we used levels which limited freedom to increase or decrease an overused area or areas staying open longer so we moved to a calendar system to increase the fluidness of the contract. We also broke down cleanings by dam site & visitors center, campgrounds, picnic areas and public access areas due to their being different requirements in each.

Some examples are; Trash cans, attendant booths, bulletin boards are examples of items added in to each one of these requirements.

Line item ##20 Impact Sites

“Contractor will pick up from Attendant Booth Campground Checkout Report daily. Contractor will utilize this report to clean open campsites. Campers are required to checkout of site by 12 noon and are not allowed entry until after 3 PM. Contractor will turn in Campground Checkout Report to COR with which sites were cleaned.

QA and QC will utilize these daily reports for inspection. Contractor will start performance promptly at 12 noon and inform park attendant immediately when departed campsites are completed for the day.”

-There will need to be constant and clear communication on all participants of this line item as it affects everyone!

The attendant must provide the documentation every morning to Contractor and he in turn must inform the attendant when they are done as well as provide an immediate copy to the QA and QC. This will in turn provide for an appreciative visitor.

Line item ##21-##24 Litter Liter pickup in all areas- this means all litter from all the area including picnic or campsites. As noted before, trash cans, attendant booths, and bulletin boards are examples of items added in to each one of these requirements. These are normally called once during a one week cycle.

We also added in Pot holes. Pot holes are limited to a maximum of 1-4 bags of fill material each maximum and this line item is not for large or deep patch jobs; we use non-routine task orders to cover those kinds of jobs.

Section 4 Line item ##25-##27 Includes resource office, Maintenance buildings and Regulatory.

Scope is pretty much the same, but we did enhance some of the maintenance areas and included fire extinguisher monthly checks, as well as Automatic Defibrillation testing.

Section 5 Line items ##28-77 is our Non Routine It has increased some and added in a few extra pieces of equipment to be used during the next five years. To coincide with projects listed on our 5 year plan.

Sections 6 Herbicide and insecticide Line item ##78 and ##79 Has changed a little but is self-explanatory.

Section 7 Dumpsters Line item ##80

“The government also reserves the right to use these additional dumpsters as necessary for incidental litter pickup, gate attendants or volunteer usage without further charge.”

For large scale volunteer liter pickups Gov. provided Disposal units will be used and not the contractor’s.

Dumpsters are required to be emptied routinely regardless if Gov. owned or contractor owned. All trash must be removed from Gov. areas to local municipality for dumping.

Section 8 Marking and Painting Boundary Line item ##81 Has changed a little but is self-explanatory.

Section 9 Beach water testing Line item ##82 Self-explanatory

Section 10 Beach and Playground Maintenance Line item ##83 and ##84 We bring in mulch once a year the contractor is required to spread it evenly across the playground area.

Section 11 Navigation aids. Line item ##85 Self-explanatory Section 12 Septic tank pumping line item ##86 This a scheduled line item. Normally all tanks pumped at minimum 2 times a year

Section 13 Recurring Services Line items ##87-##90 These are line items normally performed in the offseason for routine maintenance of gravel bedding, grading, timber replacement and Storm water ditch cleaning. But, could be called for in case of flood events in tandem with a non-routine work order.
