About this file
This document provides details of a virtual industry day held by the U.S. Army Corps of Engineers Norfolk District to discuss an upcoming design-build construction project. The project is to construct a new Explosive Decomposition Chamber facility with Air Pollution Control at Holston Army Ammunition Plant in Kingsport, Tennessee, to thermally treat explosive waste and reduce open burning. The facility is anticipated to include two static detonation chambers and air pollution control units, a material handling building, and a control room. The design-build solicitation number is W91236-21-R-4002 and is expected to be awarded in September 2022 with a construction duration of approximately 1,461 calendar days. Offerors are advised to monitor sam.gov for future notices regarding the solicitation and site visits planned for September 2021 and February/March 2022.

INTRODUCTION
The project is Design-Build construction of a new Explosives Decomposition Chamber (EDC) facility with Air Pollution Control for thermal treatment of explosive material waste streams produced at Holston Army Ammunition Plant located in Kingsport, Tennessee.
This facility is intended to reduce the open burning of waste explosives.
Project includes completing the design, equipment procurement, installation, construction, commissioning, and prove-out.
FACILITY OVERVIEW
Holston Army Ammunition Plant (HSAAP) is a Government- Owned, Contractor-Operated (GOCO) explosives materials manufacturing facility located in Kingsport, Tennessee.
The facility generates explosives waste which has historically been open burned since the 1940’s and is currently open burned in pans operating under the existing HSAAP Resource Conservation and Recovery Act (RCRA) subpart X permit (TNHW-148) and Area B Clean Air Act Title V Air permit (568188).
HSAAP requires acquisition of the design and construction of a new EDC Facility that will thermally treat the hazardous explosive waste (HEW) streams from HSAAP in an emission controlled thermal treatment facility, reducing the need for open burning.
The new facility will satisfy these requirements and should be in place and operational by October 2026.

PROJECT DETAILS
The design and construction will utilize the Dynasafe - Static Detonation Chamber (SDC) and Air Pollution Control System
(APC).
The Army’s chosen technology as documented and approved under J&A# CENAO-CT-20-013 on 1 September 2020. The prime contractor will be required to procure these technology on the sole source basis from Dynasafe.
The new EDC Facility, is anticipated to include two SDC with APC units, one Material Handling Building and Control Room, will satisfy the Government’s requirements to safely and effectively treat the bulk explosive waste at HSAAP.
The Facility will meet the Army’s mission for Government installations to move away from the current open burning explosive waste treatment process and begin utilizing proven environmental treatment technology alternatives.
Estimated construction duration is ~1,461 calendar days from notice to proceed.

OVERVIEW OF SOURCE SELECTION
The Government intends to award a firm fixed priced contract to the responsible offeror whose proposal conforms to the terms of the RFP notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through a Best Value Continuum Trade-off source selection process. This solicitation will be advertised as full and open.
The contracting officer anticipates that the solicitation will include the following evaluation factors:
Phase One:
Factor 1 – Management Approach Factor 2 – Specialized Experience/Past Performance
Phase Two:
Factor 3 – Technical Approach Factor 4 – Small Business Participation Plan (Projected 12%) Factor 5 – Price
Factor 1 will be evaluated on acceptable/unacceptable basis. If an offeror is rated unacceptable for Factor 1, then they will not be considered for Phase Two.
It is anticipated that the relative order of importance of evaluation factors is Factor 2 and 3 are of approximately equal importance to each other; Factor 4 is less important than either Factor 2 or 3. When the proposal is evaluated as a whole (Factors 2-5), the non-price factors (2, 3, and 4), when combined are approximately equal to price (Factor 5).
