About this file
This is a Statement of Work (SOW) for the procurement of a high-resolution ultrasound imaging system to support mouse embryonic injection procedures at the National Institutes of Health. The system is required to provide real-time, noninvasive visualization of embryos in utero to enable precise and reproducible injection into developing mouse embryos, directly supporting NIH priorities for scientific rigor, reproducibility, and efficient use of research animals. The ultrasound system will improve procedural accuracy, reduce variability in targeting, decrease embryo loss rates, enhance animal welfare by minimizing invasive manipulation, and enable post-procedure monitoring of embryo viability—capabilities not available with existing institute equipment or shared facilities.
The delivery location is 2D24, with a performance date of 5/15/2026 and delivery date of 6/1/2026. Arturo Incao serves as both the inspection/acceptance point of contact and primary point of contact. The contractor is responsible for maintaining schedule maintenance of the equipment, which will be secured behind a coded door inside the facility. Invoices shall be submitted monthly to the Department of Treasury's Invoice Processing Platform (IPP) at https://www.ipp.gov and NHLBIContractsBranchB@mail.nih.gov no later than 10 business days after the billing cycle, with billing at rates specified in the Contract Line Item Number (CLIN) schedule. The related solicitation (RFQ-NIAID-26-04446) indicates this is a simplified acquisition for commercial items under FAR Part 13, with NAICS code 334510 and a small business size standard of 1,250 employees, issued without a small business set-aside.

Statement of Work (SOW)
1. Project Title Ultrasound guided embryonic in utero injection
2. Introduction and Background
This request is for the purchase of a high-resolution ultrasound imaging system to support mouse embryonic injection procedures. The ultrasound system is required to provide real-time, noninvasive visualization of embryos in utero, enabling precise and reproducible injection into developing mouse embryos. Currently, embryonic injections performed without imaging guidance rely on anatomical estimation, which can lead to variability in targeting, increased procedure time, and higher rates of embryo loss. The proposed ultrasound system will significantly improve procedural accuracy, reduce variability, and increase overall success rates. This directly supports NIH priorities for scientific rigor, reproducibility, and efficient use of research animals. In addition, the system will enhance animal welfare by minimizing invasive manipulation, reducing surgical time, and lowering the number of animals required to achieve experimental endpoints. It will also allow for post-procedure monitoring of embryo viability, which is not feasible with existing methods. No existing equipment within the institute or shared facilities provides the required real-time, high-resolution imaging capability for this application. Therefore, this purchase is necessary to meet current research needs. The ultrasound system will be dedicated to supporting ongoing and future NIH-funded studies involving in utero manipulation and developmental biology research.
3. Statement of Need and Objectives This upgrade directly supports NHGRI’s mission to advance genomic research and the development of innovative genomic therapeutics. Ongoing research in nanoparticle-based delivery systems for nucleic acid therapeutics requires comprehensive physicochemical characterization of nanoparticles. The government requires a Dynamic Light Scattering (DLS) system with ultra-red (near-infrared) detection capability to enable high-sensitivity measurement of particle size, zeta potential, and molecular interactions in complex biological samples
