About this file
This document is a limited sources justification for a bridge contract award. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 seeks to award a VISN-wide bridge contract on a cost-per-reportable-result basis to Beckman Coulter, Inc. for continuation of urinalysis analyzer equipment and consumable supply services. The urinalysis testing services are essential to diagnosing and monitoring veterans' medical conditions across multiple VA medical centers and healthcare clinics. Awarding the bridge contract on a sole source basis is justified due to Beckman Coulter being the original equipment manufacturer and proprietary compatibility issues that would make transitioning to a new system operationally disruptive and compromise patient care. The bridge contract would provide for seamless service continuity while further market research is conducted on alternative options.

(4) Identify the Authority and Supporting Rationale (see below and if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
FAR 8.405-6(a)(1)(A): An urgent and compelling need exists and following the ordering procedures would result in unacceptable delays:
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; Due to the proprietary nature of this request, Beckman Coulter (OEM) is the only company that can perform the required VISN 6-wide Urinalysis Cost-Per-Reportable-Result. The urinalysis analyzer provided by Beckman Coulter offers unique compatibility and interoperability with VISN 6 laboratories. Shifting to a new system or a different vendor would require substantial time, effort, and resources for revalidation, reconfiguration, and staff training, which could lead to operational disruptions and potential compromises in patient care.
FAR 8.405-6(a)(1)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order must not have been previously issued under sole source or limited source procedures.
FAR 8.405-6(b): Items peculiar to one manufacturer:
A patent, copyright or proprietary data limits competition. The proprietary data is:
These are “direct replacements” parts/components for existing equipment.
The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing.
(5) Describe Why You Believe the Order Represents the Best Value consistent with FAR 8.404(d) to aid the contracting officer in making this best value determination:
The equipment and deliveries are available on a Federal Supply Schedule (FSS) under Federal Supply Schedule (FSC) 66. Use of FSS V797D-70260 represents the best value and will result in the lowest overall cost considering price, administrative cost and acquisition lead time.
(6) Describe the Market Research Conducted among schedule holders and the results or a statement of the reason market research was not conducted.

GSA eLibrary – FSS Contract # V797D-70260 with Beckman Coulter found with October 06, 2027, expiration date.
(7) Any Other Facts Supporting the Justification:
Conducting a new competitive procurement process for the Urinalysis systems would result in considerable delays and would require extensive evaluation, negotiations, and implementation efforts. Furthermore, the costs associated with acquiring a new system, revalidating procedures, and retraining personnel on a different platform would exceed the costs of extending the contract with Beckman Coulter. Awarding a bridge contract to the Beckman Coulter would ensure a seamless transition, mitigate potential risks, and minimize any disruption in the provision of essential healthcare services.
The uninterrupted availability of urinalysis testing services is critical to our organization's mission of providing high-quality healthcare. A gap in urinalysis services could lead to delays in diagnosis, compromised patient care, and increased risks to our patients' health. By awarding a bridge contract to Beckman Coulter, we can maintain seamless operations and prevent any negative impact on patient care and overall healthcare service delivery.
(8) A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made:
Prior to any subsequent acquisitions for these items, market research will be performed to determine if additional sources have entered the market and to ensure that competition is sought to the maximum extent practicable.
(9) Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
