About this file

This document is a Contracting Officer's Determination for a single-source procurement of Aqua Dams by the Federal Law Enforcement Training Center (FLETC). The urgent requirement stems from a breached berm, fallen trees, and an approaching tropical storm that may cause severe flooding, necessitating an immediate solution to protect life, health, and safety. Moscamp Inc. DBA Gulf Coast Aquadams was selected as the sole source vendor, being one of the few companies offering this type of equipment with expedited delivery, having previously been awarded contracts on a competitive basis with the lowest pricing.

The procurement follows Federal Acquisition Regulation (FAR) 13.106-1(b), which allows single-source solicitation under specific circumstances such as urgency. Moscamp Inc. is registered in SAM.gov, classified as a small business in NAICS 326199 (All other plastics product manufacturing), and was determined to be the best source after market research. The contracting officer concluded that procuring from Moscamp Inc. is in the government's best interest, with prices deemed fair and reasonable based on market research and previous purchase history.
