About this file
This document is a justification and approval for other than full and open competition for a federal contract award. The U.S. Army Contracting Command - Rock Island awarded High Prairie Services, LLC a firm-fixed price contract for Army Cybersecurity Support services using fiscal year 2023 operation and maintenance funds. The contract value is estimated at $6 million. The services include program management, cybersecurity engineering, cybersecurity risk management framework implementation, and zero trust architecture support for the Department of the Army Chief Information Officer and G-6 Cybersecurity Directorate. An earlier task order for these same services awarded to High Prairie Services under the VETS 2 GWAC was protested twice at the SBA and twice at the GAO, resulting in temporary stop work orders that interrupted critical support. This follow-on award was made on a non-competitive basis to prevent further disruption while the protests are resolved. The market research and interest in this requirement were also summarized.

Department of Army Justification and Approval for Other than
Full and Open Competition
1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island Arsenal, Rock Island, IL 61299-8000.
2. Description of Action: The U.S. HQDA, DCS, G-6 Cybersecurity Integration and Synchronization Directorate and the OCIO Cybersecurity Directorate requested a firm-fixed-price contract on 05 July 2023 with High Prairie Services, LLC (HPS) using Fiscal Year 2023 Operation and Maintenance, Army funding.
ACC-RI competitively awarded Task Order W519TC-23-F-0085 to HPS under VETS 2 Governmentwide Acquisition Contract (GWAC) 47QTCH-18-D-0004 for ACYS in February 2023. Following the award, there were two Small Business Administration (SBA) protests and two Government Accountability Office (GAO) protests, both requiring a Competition in Contracting Act (CICA) stay. The first CICA stay resulted in a temporary stop work order, which caused a further delay to the customer receiving the critical services they needed. When the second GAO protest was issued, it was imperative to not have a continued break in services, as it would be harmful to the Government. ACC-RI awarded W519TC-23-C-0039 to HSP so the OCIO Cybersecurity Directorate can obtain the services it needs while the protests are resolved.
3. Description of Supplies/Services: The OCIO and DCS G6 lead Army network modernization to deliver timely, trusted, and shared information for the Army and its mission partners. It is the responsibility of OCIO and G6 to provide a secure, integrated, standards-based environment that ensures uninterrupted global access and enables collaboration and decisive action throughout all operational phases across all environments. This effort requires support for cybersecurity tasks that implement Army Regulation 25-2, Army Cybersecurity, and its governing Department of Defense Directives and Instructions, as the Department of the Army OCIO and DCS G-6 are both headquarters (HQ) levels of Military Service Directorates. The associated Performance Work Statement (PWS) for the ACYS provides for subject matter expertise that runs the gamut of both organizations, including but not limited to: providing Executive Assistant and Staff Action Control Officer (SACO) support for both Directors; providing vital support for the Army’s cybersecurity Risk Management Framework 2.0 via policy drafting and implementation; and assisting in scripting and shaping Zero Trust initiatives that currently influence most U.S. Intelligence Agencies.
The agency is procuring contractor support to assist the OCIO/DCS G6 in accomplishing its mission and the contractor is required to provide the following services:

8. Market Research: Market research was conducted for the ACYS requirement in September of 2021 by releasing a Request for Information (RFI) to industry via General Services Administration (GSA). Based on a draft PWS, the USG asked industry how likely they would be to submit a proposal on the requirement and 157 companies indicated that they would potentially respond to a solicitation. The respondents indicated that this requirement could be awarded through multiple contracts vehicles, to include GSA Multiple Award Schedule, 8A STARS 3, Alliant 2, and VETS 2 GWAC.
An additional RFI was released on Computer Hardware Enterprise Software and Solutions (CHESS), Information Technology Enterprise Solutions – 3 Services in November 2021, resulting in 29 responses. However, due to the applicable North American Industry Classification System (NAICS) code being unavailable via CHESS, the applicable NAICS code for this requirement was not available on CHESS an Information Technology Approval System waiver was obtained.
However, as described in paragraph 5, no other contractor could meet the Government’s need in the time available.
