About this file
This is a Justification for Urgent Acquisition submitted to the Contracting Officer at Fleet Logistics Center (FLC) Norfolk for Procurement Request No. 1301329372. The justification supports expedited processing under Federal Acquisition Regulation 13.106-1(b) to allow single-source solicitation if circumstances warrant. The requirement was first identified on 07 January 2026, submitted to the contracting department on 05 February 2026, and carries a required delivery date of 19 February 2026. The contract period of performance is outlined as 19 February 2026 to 27 February 2026.
The urgency is based on mission-essential quality of life services required for the MSRON-2 field training exercise scheduled for 23 February 2026. Funding was unavailable during the Continuing Resolution period (which ended 30 January 2026) and subsequent government shutdown, creating the compressed timeline. Without these services, the training environment will become unsanitary and compromise the mission. The justification includes certification that the information provided is accurate and has been reviewed and approved by the Technical/Equipment Specialist, Contract Specialist, and FLC Norfolk Contracting Officer, with all signatures dated 10 February 2026. The document contains blank spaces for documentation of firms contacted that indicated inability to meet requirements, though these sections remain unfilled in the submitted version.

Subj: JUSTIFICATION FOR URGENT ACQUISITION
Ref: (a) Procurement Request No: 1301329372
(b) Federal Acquisition Regulation 13.106-1(b)
1. URGENCY: This justification is provided to support the processing of reference (a) on an urgent basis (i.e., more quickly than the routine cycle timeframes of 20 days for requirements less than $25,000 and 30 days for requirements greater than $25,000 but less than $100,000. Processing of a requirement on an urgent basis may allow the soliciting from a single source if Contracting Officer determines that the circumstances deem only one source reasonably available. This justification is based on the following facts:
07 January 2026 is the date on which the requirement was first identified.
05 February 2026 is the date on which the requirement was submitted to the contracting department.
19 February 2026 is the required delivery date as indicated on the requisition.
X _ Explanation of the special circumstances and conditions that exist validating the requirement as "urgent”.
MSRON-2 field training exercise (FTX) is required on 23 February 2026. The services are mission essential and provide quality of life services to sailors in the field. Funding was not available due to the Continuing Resolution which had funding through 30 January 2026, and ultimately the shutdown, now the timeline is limited to get these mission essential services in place before the start of the FTX.
X _How this requirement will impact your mission (i.e., the specific harm that would result) if you do not receive the material or service by the required delivery date.
In order to provide a safe and sanitary training environment for participants these services are required to maintain quality of life for participants. Without these services the training environment will become unsanitary and will impact the mission of MSRON-2.
___X_ Estimated production lead time for the item (how long will it take the contractor to produce the item or complete the service once the contract is awarded).
The action will be solicited and awarded with the understanding of the outlined period of performance: 19 Feb 2026 to 27 Feb 2026.
The following firms were contacted and have indicated that they cannot provide an item that will meet the needs of the Government.
1. _________ (Company Name & Phone number) (Person Contacted) (Date of call)

*Possible reasons that a firm could not provide a supply or service include it is something the company does not manufacture, their product line does not meet the minimum performance requirements of the Government, they could not meet the Governments delivery requirement and/or other similar reasons.
