About this file

This is a Justification for Urgent Acquisition submitted by the Supply Officer of USS George HW Bush (CVN77) to the Contracting Officer at Fleet Logistics Center Norfolk. The justification supports expedited processing of a procurement request under Federal Acquisition Regulation 12.102(a), allowing for single-source solicitation if circumstances warrant.

The requirement stems from critical operational needs aboard the aircraft carrier. USS George HW Bush is currently operating oxygen production systems at 50% capacity while deployed, impacting liquid oxygen and gaseous oxygen services for welding, portable exothermic cutting units (PECU) for damage control, medical services, and aviation breathing oxygen required for flight operations. The CASREP number #26065 documents this capability deficiency. The requirement was first identified on 13 January 2026, submitted to the contracting department on 06 June 2026, with a required delivery date of 15 July 2026. Eight specific parts are needed with varying production lead times: Part Number 586746-001 (Analyzer) requires 120 days, Part Number 795168-004 (8 Inch Touchscreen) requires 70 days, Part Number 584298-00 (Motor) requires 75 days, and four remaining components require 50-60 days each. The justification indicates that MARMC lacks the capability to test regulating valves or overhaul reducing and differential pressure valves. If the requirement is not fulfilled, the ship will be unable to produce adequate liquid and gaseous oxygen for critical ship and flight operations. The justification was approved by the FLC Norfolk Contracting Officer on 07 July 2026.

Subj: JUSTIFICATION FOR URGENT ACQUISITION

Ref: (a) Procurement Request No:

(b) Federal Acquisition Regulation 12.102(a)

2. URGENCY: This justification is provided to support the processing of reference (a) on an urgent basis (i.e., more quickly than the routine cycle timeframes of 20 days for requirements less than $25,000 and 30 days for requirements greater than $25,000 but less than $350,000. Processing of a requirement on an urgent basis may allow the soliciting from a single source if Contracting Officer determines that the circumstances deem only one source reasonably available. This justification is based on the following facts:

_13 JAN 2026______, date on which the requirement was first identified.

_06 JUN 2026______, is the date on which the requirement was submitted to the contracting department.

_15 JUL 2026_______ , is the required delivery date as indicated on the requisition.

_X _ Explanation of the special circumstances and conditions that exist validating the requirement as "urgent".

USS George HW Bush (CVN77) servicing liquid oxygen and gaseous oxygen for welding, portable exothermic cutting units (PECU) for damage control, medical services, and aviation breathing oxygen required for flight operations are currently running at 50% capacity while on deployment.

CASREP (#26065).

_X_ How this requirement will impact your mission (i.e., the specific harm that would result) if you do not receive the material or service by the required delivery date. (Note: Delays in production schedules alone or failure to expend monies are not acceptable reasons for justifying urgency.)

If this request is not fulfilled it will hinder the abilities in producing liquid and gaseous oxygen for the following: welding, portable exothermic cutting units (PECU) for damage control, medical services and aviation breathing oxygen required for flight operations.

_X_ Estimated production lead time for the item (how long will it take the contractor to produce the item or complete the service once the contract is awarded)

Part Number: 586746-001, Analyzer - 120 Days Part Number: 795168-004, 8 Inch Touchscreen – 70 Days Part Number: 582351-007, Starter – 60 Days Part Number: 582653-001, Starter Electrical Motor 3 Phase – 60 Days Part Number: 582653-004, Control Unit – 50 Days Part Number: 582653-006, Control Unity – 50 Days Part Number: 582353-001, Power Distribution Block – 50 Days Part Number: 584298-00, Motor – 75 Days

The following firms were contacted and have indicated that they cannot provide an item that will meet the needs of the Government.
