About this file
This document is Appendix B of the Urban Forest Master Plan for the City of Atlanta, Department of City Planning, and establishes comprehensive insurance and bonding requirements that all contractors and consultants must satisfy before commencing work on the project. The City of Atlanta intends to procure professional consulting services to develop a comprehensive Urban Forest Master Plan through a Multi-Step Competitive Sealed Bidding process that includes a prequalification phase followed by an Invitation for Bids. Selected consultants will provide project management, technical analysis, public and stakeholder engagement, urban forestry assessments, policy and code review, data collection and evaluation, GIS and technology recommendations, implementation strategies, funding and resource analysis, and preparation of a comprehensive master plan with a 15-year planning horizon. All insurance and bonding compliance documentation must be submitted to the City prior to work commencement, with evidence of coverage satisfactory to the City in both form and content. Certificates of Insurance must be renewed at least fifteen days prior to policy expiration, and the City must receive automated renewal notifications through Origami Risk at least sixty days before coverage expires.
The insurance requirements mandate that all insurance carriers meet minimum financial security standards including a Best's rating of not less than A-, a Financial Size Category of not less than Class VII, and authorization by the Georgia Insurance Commissioner. Contractors must maintain Workers' Compensation Insurance at statutory limits with Employer's Liability coverage of $1,000,000 per occurrence; Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate; and Commercial Automobile Liability Insurance of $1,000,000 combined single limit. All policies except workers' compensation and professional liability must name the City of Atlanta as an Additional Insured with primary and non-contributory coverage, and contractors must obtain Additional Insured Endorsements on Form CG 20 26 07 04 or equivalent. Contractors must ensure all subcontractors and subconsultants maintain appropriate insurance coverage based on their scope of work, and all self-insured retentions, deductibles, or similar obligations remain the sole responsibility of the contractor. Bid, performance, and payment bonds must be underwritten by U.S. Treasury Circular 570 listed companies, and all insurance must be maintained throughout the entire contract term including any renewal or extension periods.
