About this file
This document is a Performance Work Statement (PWS) that describes the requirements for an Unfired Pressure Vessel (UPV) Inspection project at Offutt Air Force Base. The key objectives of the project are to conduct VE (internal/external inspection plus Ultrasonic Thickness exam) or VD (hydrotest) inspections on various tanks and pressure vessels at the base, in accordance with AFMAN 32-1068 and NBIC requirements. The work includes activities such as cleaning, disassembly, inspection, reassembly, and potential repair or replacement of components. The contractor will be responsible for coordinating the inspections with an NBIC-certified inspector, notifying the government of any issues, and providing a 1-year warranty on all parts and labor.
The related federal contract opportunity is a Small Business Set-Aside solicitation for these UPV inspection services, under NAICS Codes 238220 and 236220. The solicitation number is FA460024Q00030001, and offers are due by 22 April 2024 at 11:00 AM CST. A site visit and question and answer period are available prior to the offer due date.

Performance Work Statement Project Title: UPV Inspections NexGen Work Task #: 11733277
1. Objectives:
This project scope shall consist of all work required to successfully conduct Unfired Pressure Vessel (UPV) Inspections per AFMAN 32-1068 and NBIC requirements on select tanks and other pressure vessels at Offutt facilities as listed and described below. The inspections shall be VE (internal/external inspection plus Ultrasonic Thickness (UT) exam) unless this method is not possible; in that case the tanks shall receive a VD test (hydrotest). The scope shall also include specified actions to investigate whether certain vessels require inspection, and what kind if so. The project shall have the option for modification to include inspections on these vessels if investigation determines a successful execution path. The project shall have the option for modification to include other UPV inspections if a new need is discovered before the end of the PoP.
2. Conditions:

Note: These two tanks cannot be opened for internal inspection; the access ports are seized shut and there is a high risk of causing damage if they are forced open otherwise. There are no other available inlets to utilize for boroscope internal inspection. These tanks will have to be hydrotested (VD). Ladders and/or a lift will have to be utilized for these.

Tanks will require a domestic hot water outage and a boiler outage, respectively. The heating hot water storage tank must have its information confirmed once insulation is removed. If the nameplate information indicates no inspection is required, then the tank shall be internally cleaned and new insulation installed without an official inspection taking place.

Note: Both HXs have foam wrap insulation that must be removed and the HX surfaces cleaned. Once the nameplates are visible it will be determined if an NBIC of the shell must be done. If inspection criteria apply, a VD hydrotest shall be performed. Otherwise, the HXs will be reinsulated without an official inspection.
