About this file
This is a Specifications Sheet for the procurement of communications equipment by the 18th Explosive Ordnance Disposal (EOD) Unit at Kadena Air Base, supporting the 18th Wing and 1st Island Chain operations.
The requirement encompasses the purchase and delivery of twenty-one units each of four distinct equipment categories: COMTAC VI Headsets (3M manufactured, new equipment only), ARIES Dual Communications PTT Assemblies, ARIES Dual Communications PTT Downlead Assemblies, and 21GC Series 6 Pin Radio Connector Assemblies (PRC-163/RF-9820S/148E SPEAR compatible). The COMTAC VI Headsets must feature mission-specific auditory awareness settings, adjustable noise-cancelling boom microphones, built-in wireless intercom supporting at least 4 simultaneous speakers and 60+ listeners within 30 feet, 5-conductor TP-105 downlead cables, level-dependent digital audio protection, automatic noise compression, attenuation ratings of 20-23dB, approximately 30-hour battery life, and compatibility with both disposable and rechargeable AAA batteries. The Dual Communications PTT Assemblies require dual ODU Size 0HD ports (blue for radios, red for headsets), two DPDT switches, three comm channels, temperature ratings from -40°C to 90°C, 30V voltage rating, high RF and crosstalk immunity, and compatibility with standard and dual net radios and COMTAC VI GC Series headsets. The PTT Downlead Assemblies must feature specific ODU connectors including a 19C Nemesis connector for PRC-163 compatibility, 27-inch radio leads with 8-inch end user device leads, and an immersion rating of 10 meters for 10 hours. All equipment shall be new and not remanufactured or gray market items. Delivery is required to 18 CES/CED, OPC 80 Box 5201, APO, AP 96367-5201, or alternatively to the DLA Consolidation Point in Tracy, California. All equipment must include the manufacturer's standard equipment warranty. The 18th EOD's mission requires reliable multi-platform and multi-frequency communication capabilities across HAF-mandated platforms including PRC-163, PRC-152, PRC-117G, and ATAK to eliminate operational limiting factors.

SPECIFICATIONS SHEET
1. INTRODUCTION
a. The primary mission of the 18th EOD unit is to directly provide mission critical support to the 18th Wg and 1st Island Chain. 18th EOD function is to safely dispose of explosive hazards, clear aircraft hazards, clear aircraft bombing ranges In Support Of (ISO) 18th Wg and host unit sortie generation, respond on and off Kadena AB ISO the 18th Wg and ODB to mitigate UXO hazards, provide training to host nation and sister service to build competency and allyship. This is accomplished through rigorous planning, training and communication integration with all parties involved. The purpose of this contract is to acquire communication assets that meet the training and operational needs of 18th EOD to accomplish their mission. The 18th EOD’s mission set requires reliable communication across multiple platforms and frequencies. HAF directive for communication devices currently utilize PRC-163, PRC-152, PRC-117G, and ATAK platforms. These platforms all run multiple channels, often times requiring the end user (18th EOD in this case), to be able to monitor and transmit. The requirements below allow 18th EOD end users to fully utilize HAF mandated communications platforms as intended. Without this equipment, 18th EOD is unable to communicate across platforms and frequencies, creating major limiting factors (LIMFACS) for operational and training missions.
