About this file

This is an Updated Statement of Work (SOW) for the Fairfield 300T Swage service contract at Watervliet Arsenal in New York. The primary objective is to resolve a critical inconsistent cylinder speed issue affecting the swaging process, requiring the contractor to diagnose and correct the problem to ensure constant forward motion at speeds up to 12 inches per minute. The SOW mandates comprehensive hydraulic system validation, evaluation of the backpressure circuit operation, and assessment of the laser positioning system's feedback capabilities. The contractor must determine whether to retain the laser system or replace it with a wheel-style encoder maintaining direct contact with the cylinder rod, and is required to coordinate with both Robeck Fluid Power (the hydraulic unit designer) and a Controls Engineer during the diagnostic phase.

The secondary deliverable involves installing a pH sensor and display system near the phosphate tank to enable convenient operator monitoring and adjustment of pH levels independent of the Human-Machine Interface (HMI). Required components include a pH sensor, housing, sensor cable, transmitter, display unit, tank bung, wiring, and comprehensive documentation updates including wiring diagrams, terminal box drawings, and phosphate monitoring system assembly drawings. The contract is a sole-source procurement with OEM Fairfield Machine Company under Department of the Army Materiel Command Contracting Command Detroit Arsenal (Solicitation Number W911PT-26-Q-A151), with the technical point of contact identified as William Root. Service Contract Labor Standards Wage Determination 15-4143 applies to this engagement.

1.0 - Resolve inconsistent cylinder speed issue Cylinder speed in the forward motion is varying and inconsistent throughout the swaging cycle, this creates a severe negative impact on the swaging process. It is imperative to this process that the cylinder strokes at a constant/unvarying speed in forward (swaging) motion at speeds up to 12” per minute. The topics below are of the highest priority of WVA to be addressed in order to reliably run production on the Fairfield 300T Swage.

· Diagnose and correct inconsistent cylinder speed.

· Prove out hydraulic system to ensure that all functions are fully functional.

· Prove theory of operation for the backpressure circuit; Is backpressure supposed to be a constant 1-1 or proportionate to the pushing tonnage?

· Prove out laser positioning system; Does the laser provide feedback to the hydraulic system? If so, we would like a quote to replace laser with a “wheel style” encoder that remains in direct contact with the cylinder rod.

· Request that Robeck Fluid Power along with a Controls Engineer accompanies Fairfield with diagnosing the inconsistent cylinder speed issue. (Robeck Fluid Power designed the Hydraulic unit)

2.0 - PH Sensor & Display It is no longer required for the PH levels to be integrated into HMI; this readout shall be installed in close proximity to the phosphate tank to simplify installation as well as making it convenient for the operator when adjusting the tanks’ PH levels.

The contractor shall supply a PH Sensor, along with the PH level display for monitoring the PH levels of the phosphate tank.

0. Addition of a tank bung to suit installation of the sensor into the phosphate tank.

0. Addition of the sensor, housing, sensor cable, transmitter, display and additional wiring to the PH level display.

0. Documentation update to include wiring diagrams, terminal box drawings and the phosphate monitoring system assembly drawing.
