About this file

This is a Questions and Answers (Q&A) document issued by the Idaho Army National Guard (IDARNG) in response to inquiries about a dental services contract solicitation (W912J726RA001).

The solicitation seeks dental services to be provided at the Guard Force Dental Treatment Facility (GFDTF) on a recurring basis. Based on historical data, offerors should price for approximately 75 dental examinations monthly (900 annually) under CLIN 0001, with 8-12 patients per month requiring follow-on care and treatment services. The clinic must operate every Friday for the full day throughout the performance period, excluding identified holidays and down days. Minimum staffing shall include a dentist and dental assistant capable of working independently with minimal government support. All dentists performing services must demonstrate established competence to cover all required services without limitations; the five-year experience requirement applies to all dentists, not just a designated lead dentist. The government will provide support personnel including PA, medics, lab staff, records administration, case management, and leadership to assist as necessary. Offerors should not budget travel costs into their pricing, and services outside standard requests will be negotiated separately. Treatment plans below DRC 3C classification may be approved by the contract dentist without additional government approval. The applicable NAICS code is 621399 (Offices of All Other Miscellaneous Health Practitioners). Critically, offerors must not submit pricing for follow-on care services in CLINs 0002 and 1002, as these line items have been removed from the solicitation.

No. Reference Question RESPONSE

1 SF 1449 Section B, CLIN 0001 Please provide the actual number of dental examinations performed per month during the most recent 12-month period, if available.

2 SF 1449 Section B, CLIN 0001 Please clarify whether offerors should price CLIN 0001 assuming the full 75 examinations each month (900 annually)

There is the expectation that we can have up to that amount, there should not be an expectation to renegotiate to the amount on the contract.

3 SF 1449 Section B, CLIN 0002 Please clarify the the quantity of examinations, events, case-management services, follow-on treatments, and/or Service Members that offerors should assume when developing the FFP amount for CLIN 0002.

Exams/Treatment (SRP/Offsite)-Includes case management fee and estimated Soldiers for Follow-on-Care roughly ~8 of the patients per month from CLIN 0001 tend to need follow-on care.

Care under CLIN002 would be a back-up to all other care opportunities and be determined in coordination with IDARNG and the contractor on a case-by-case basis.

4 SF 1449 Section B, Section B identifies the required CLIN structure and FAR 52.212-1 instructs offerors to provide complete pricing per the SF 1449 line-item schedule. Please confirm whether the Government will provide a separate pricing worksheet/template for proposal submission.

No, separate pricing worksheet/template for proposal submission will be provided by the Govenrment.

5 Combined Synopsis/Solicitation – Follow-on Care Planning Factor

Please confirm whether the stated 10%-12% follow-on-care planning factor applies to examinations performed under CLIN 0001, CLIN 0002, or both, and provide the approximate annual number of Service Members historically requiring follow-on treatment, if available.

(10%-12% of the montly 75) or about ~8 Patients Examinations apply to only CLINs 0002 and 1002

6 PWS Sections 1.2.1 and 1.5.1 Please confirm whether the contractor is required to provide a dentist and dental support staff at GFDTF every Thursday throughout the period of performance regardless of scheduled patient volume, or only on Thursdays when examinations/treatments have been scheduled.

The expectation is that the clinic is open every Friday for the entire day (except identified holidays and down days), to establish consistency and availability just like any dental clinic.

7 PWS Sections 1.1.2.1 and 1.1.9.4.2 Please identify the minimum staffing expected for a normal GFDTF service day and clarify whether required support staff must include a Dental Assistant, Dental Hygienist, Dental Case Manager/Event Manager, or other personnel in addition to the dentist. Recommended Minimum staffing = Dentist & Dental Assistant

8 PWS Section 2.1.1 Please identify the Government personnel/support functions anticipated to be available during GFDTF service days, such as check-in/out, records administration, radiology support, sterilization support, or other functions.

There will be IDARNG staff, PA, Medics, Lab, records, admin, Case Management, leadership and other support. The expectation is that the contract dental team is capable of working independently with minimal support. There will be staff to assist when necessary

9 PWS Sections 1.10.4, 1.1.8.1, 1.5.1, and 1.5.2 Please clarify whether any contractor travel is anticipated and, if so, whether all travel costs must be included in the FFP CLIN prices.

Offerors should not budget travel costs into their CLINs. Services outside of the standard services requested would be negotiated by the contractor and IDARNG.

10 PWS Section 1.9.1.1 Please confirm whether the minimum five years of practical experience applies to all dentists performing services under the contract, or whether the Government intends for the Contractor to designate a primary/lead dentist to satisfy this experience requirement.

The intent is that they would all have a basic requirement of established competence. There needs to be clear competence to cover ALL services without limitations

11 PWS Section 1.1.2.3 Please confirm that contractor performance against the 60-day requirement will exclude delays attributable to Service Member unavailability, missed or cancelled appointments, Government treatment-plan approval delays, or other circumstances outside the contractor's control.

Confirmed – Note: Treatment plans less than a DRC 3C can be approved at the contract dentist’s level

12 Combined Synopsis/Solicitation; SF 1449 Block 10 Please confirm the applicable NAICS code for this procurement, as the Combined Synopsis/Solicitation identifies NAICS 621339 while SF 1449 Block 10 identifies NAICS 621399.
