About this file

This is a Request for Information (RFI) issued by the 448th Supply Chain Management Wing (SCMW) for Honeywell Engineering Services. The RFI seeks to identify contractor capabilities for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide sustaining engineering services addressing supply chain deficiencies for Honeywell-designed and specified stock-listed items within the SCMW portfolio.

The contractor will deliver rapid-response engineering support through Engineering Assignments (EAs) in areas including component/materiel obsolescence resolution, end item supportability solutions, end item supportability requirements development, repair supportability, and general engineering services. The contractor must perform studies, analyses, and engineering qualification testing with results documented per individual EAs, with requirements detailed in separately funded task orders. The government emphasizes the strategic importance of maintaining Honeywell technical expertise and engineering presence for warfighter mission support and notes that the provided National Stock Number (NSN) list is not all-inclusive, with additions possible as needed.

Respondents must complete a Contractor Capability Survey addressing business information (company name, CAGE code, UEI, governmentwide multiple award contracts held, and small business status designations) limited to two pages, and capability survey questions (limited to seven pages) covering company capabilities and service description, experience with similar services including contract details and points of contact, quality management systems, classified material handling capabilities, commerciality of services, subcontracting interests, and any additional relevant information.

REQUEST FOR INFORMATION

448th Supply Chain Management Wing (SCMW) Honeywell Engineering Services

DESCRIPTION OF EFFORTS

This Indefinite Delivery, Indefinite Quantity (IDIQ) contract will facilitate rapid response to United

States Air Force (USAF) technical inquiries (TIs) through Engineering Assignments (EAs). The

Contractor shall provide sustaining engineering services to address supply chain deficiencies for

Honeywell-designed/specified stock-listed items within the 448 Supply Chain Management Wing's

(SCMW) portfolio.

Engineering efforts and project groups will include, but are not limited to:

Component/Materiel Obsolescence Resolution

End Item Supportability Solutions

End Item Supportability Requirements Development

Repair Supportability

General Engineering Services

The Contractor shall perform studies, analyses, and engineering qualification testing, and document the results in accordance with individual EAs. Requirements will be detailed and cited in mutually agreed upon, separately funded task orders accompanied by applicable documents.

BACKGROUND

A strategic reserve of Honeywell technical expertise and engineering presence is invaluable to the

Air Force’s engineering workforce and the programs they support. Without this assistance to accomplish critical tasks, the warfighter’s mission would be gravely impacted. This source must be capable of providing timely, integrated engineering solutions to difficult technical challenges. The operational environment will not accommodate the timeframe necessary for the development of an alternative engineering capability when a problem develops.

It is essential to maintain this engineering capability within the United States Air Force for continuity, dependability, and follow on work, since a loss of this rapid response capability to respond to warfighter requirements would adversely impact the Air Force mission. The government will also provide a list of National Stock Numbers (NSNs) for consideration but wants to identify that the list is not all-inclusive and additions may be added by the government as needed to address obsolescence, safety of flight and reliability issues, maintainability concerns, and a lack of reliable sources.

OBJECTIVES

The goal is to fully support the fundamental and overarching objective of providing technological, supportable products and services to the warfighter by executing Honeywell Original Equipment

Manufacturer (OEM) Engineering Assignments (EAs). A continuing, structured, and systematic approach for essential engineering support is critical to the mission.

The Contractor will provide resources, including data and personnel with specialized skills (e.g., structural and electrical design, stress analysis, corrosion, maintenance planning, NDI, technical writing), to address rapid response requirements. The Contractor will perform tasks identified to insert new supportable technologies, products, or processes to improve weapon system availability and reduce operating costs. This RFI describes the basic requirements that shall apply to the individual EAs that are placed under this contract. The applicability of these requirements and any other specific requirements shall be set forth in each individual EA.
