UPDATED Questions and Answers – Solicitation W911PT-18-R-0032
Rotary Forge Preforms per drawing 11579755 Rev A
FROM PRE-PROPOSAL TELECONFERENCE OF FEB 24, 2020
NOTE: One additional question was submitted by a vendor on February 29, 2020 to the Pre-Proposal Teleconference of February 24, 2020.
The question and ACC-WVA answer is provided under VENDOR QUESTION #
6 BELOW.
Original Note: The following questions were asked in writing as a result of the Pre-Proposal Teleconference that was held Monday February 24, 2020 for the Army Contracting Command – Watervliet Arsenal (ACC-WVA) solicitation for Rotary Forge Preforms 11579755 Revision A.
Vendor Question 1:
Dwg. 11579755 asks for a 35” ingot max, have larger ingots been permitted when included in FAT or other qualification?
ACC-WVA Answer:
Larger ingots exceeding 35" have never been qualified by the Government to produce 11579755 preforms. At this time, any vendor submitting a proposal must produce preforms using ingots within the nominal 25” diameter to 35” diameter as specified in note 6 of drawing 11579755 Revision A.
Vendor Question 2:
On the conference call it was stated all signed amendments needed to be included in proposal….how many amendments are there to be included? Can you provide a list of all docs to be signed?
ACC-WVA Answer:
The RFP and all amendments are being posted on BETA SAM. For acknowledgment of Amendments see RFP, block 14 of the SF33. Regarding the list of docs please read the RFP as the list of items to be signed vary by offeror.
Vendor Question 3:
L.5.9.4 References (11) breakouts for options under CLIN 0005. Neither CLIN 1005 nor the 11 breakouts are in Pricing Workbook (or solicitation). Please clarify.
ACC-WVA Answer:
Paragraph L.5.9.4 will be updated in an amendment to the solicitation to read:
Breakout: The Offeror shall break out the Small Business Subcontracting Plan goals for:
(a) The basic contract (one breakout for the aggregate of CLINS 0001 and 0002)
(b) The option (CLIN 0004)
(c) The total roll up of basic and option (CLINs 0001, 0002 & 0004)
Vendor Question 4:
Can you provide guidance on what if anything needs to go in “Assertions of Restrictions”?
ACC-WVA Answer:
Refer to DFARS clause 252.227-7017 for any Identification and Assertion of Use, Release, or Disclosure Restrictions.
Vendor Question 5:
Signed copy of the SF1449 cover page – I believe there was discussion on the conference call that this cover page reference was incorrect? Should be SF33?
Yes, the cover page for solicitation W911PT-18-R-0032 is an SF33.
Vendor Question 6:
Section M was not included in the Amendment…it is difficult to prepare a proposal following Section L without Section M???
Vendor provided the following text from the solicitation with highlighted text:
- L.1.1 The Offeror's proposal, subject to the Submission, Modification, Revision and Withdrawal paragraph of FAR 52.215-1, Instructions to Offerors – Competitive Acquisitions, shall be submitted in the format and quantities as set forth below. All information necessary for the review and evaluation of a proposal is to be contained in the proposal volumes set forth below. Section M of the solicitation sets forth the evaluation criteria and delineates the Factors to be evaluated. The offeror's proposal, as required by this section, shall be evaluated as set forth in Section M of this solicitation. The Government will not assume the offeror possesses any capability, understanding, or commitment not specified in its proposal. It is an offeror's responsibility to submit a well-written proposal with adequately detailed information which clearly demonstrates an understanding of and the ability to comply with the RFP requirements to allow for a meaningful evaluation. The Government does not assume the duty to search for data to cure problems it finds in proposals.
Amendment 0001 only contained changes to Section L of the solicitation. Section M was not changed therefore it was not included as part of Amendment 0001. However, Amendment 0002 to solicitation W911PT-18-R-0032 was issued March 2, 2020 which incorporated changes to both Sections L & M of the solicitation. The entire Sections L & M were updated and made part of Amendment 0002. The Amendment W911PT-18-R- 0032-0002 has been posted to beta.SAM.
