The Town of Benson seeks qualified utility and underground construction contractors to complete field verification and material identification for approximately 253 unknown water service lines as part of the town's Lead Service Line Replacement (LSLR) program. The work involves physical potholing and excavation using vacuum excavation (soft dig) or mechanical methods to expose and determine pipe material composition at various service connections across the town's water service area. The town has completed historical record reviews and visual identification for approximately 87% of its estimated 2,000 total water service connections. Questions regarding the RFQ are due November 10, 2026, at 2:00 PM, with the last addendum issued November 16, 2026. The town will withhold 5% retainage from progress payments until 50% of the project scope is completed and approved. This project is funded entirely through the North Carolina Drinking Water State Revolving Fund (DWSRF) and requires mandatory compliance with Davis-Bacon prevailing wage requirements, Build America Buy America (BABA) and American Iron and Steel (AIS) provisions, and Title VI Civil Rights Act compliance. Contractors must maintain Commercial General Liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000 Combined Single Limit, statutory Workers' Compensation, and $1,000,000 Employers' Liability, with the Town of Benson named as an Additional Insured. Bid, performance, and payment bonds are not required. All work must comply with North Carolina contractor licensing requirements and meet NC DEQ reporting standards. Invoices are due by the 25th of each month with Net 30 payment terms, and the town reserves the right to reject any and all bids.
