About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition document approving a single-award Blanket Purchase Agreement (BPA) without competitive procurement.
The 82nd Contracting Squadron at Sheppard Air Force Base is awarding a BPA to Boingo Wireless for commercial wireless internet (Wi-Fi) services. The acquisition is valued under $10 million with a maximum ordering period of five years and a total ceiling value not to exceed $9,000,000. The requirement addresses high-bandwidth, low-latency commercial broadband and wireless infrastructure products necessary to support modernized, digitally enabled training at Sheppard AFB, Texas. This is a follow-on to a previous BPA (FA302021A0006) awarded in FY21. The justification cites 10 U.S.C. 3204(a)(1) as the statutory authority, establishing that only one responsible source can satisfy agency needs. Boingo Wireless is the sole source capable of continuing existing Wi-Fi services because it maintains proprietary physical network infrastructure pre-installed throughout approximately 70 buildings on the base and has established cybersecurity controls meeting NIST 800-53 standards. Market research confirmed no other sources possess the physical pathways, authorized access, or compatible equipment to interface with existing infrastructure without prohibitive costs and service disruption. The contracting officer certified the justification on July 29, 2026, with supporting coordination from legal review and base acquisition leadership completed by August 4, 2026.
