Request for Information Summary

This Request for Information (RFI) M67854-26-I-0523 is issued by Marine Corps Systems Command (MARCORSYSCOM) to identify industry capabilities for the decommissioning, extraction, and disposal of a high-capacity Uninterruptible Power Supply (UPS) system. The equipment consists of an APC Symmetra PX 250/500kW system, specifically the IO Frame (Part Number: 0G-SYI0F500KMBR) rated at 480V, 3-Phase (High Voltage), along with associated power modules, intelligence modules, and modular battery cabinets located in a decommissioned data center.

The work is structured in five distinct phases: (1) Site Survey & Planning to assess floor loading, loading dock access, freight elevator capacity, and electrical panel locations, with submission of a formal Method of Procedure (MOP) for approval; (2) Electrical Make-Safe involving coordination with Base Facilities/Public Works to transfer critical IT loads and performance of certified Lockout/Tagout (LOTO) procedures; (3) Disassembly & Teardown of all modular components and disconnection of electrical whips and conduit; (4) Rigging & Extraction using heavy-duty equipment to safely move the I/O frame (weighing several thousand pounds) and battery cabinets without facility damage; and (5) Transportation & Disposal with vendor-provided transport and site cleanup. Contractors must comply with HAZMAT disposal requirements per EPA regulations, provide Certificates of Destruction/Recycling for all batteries and e-waste, and adhere to OSHA electrical safety standards (NFPA 70E). All electrical cutovers and high-risk extraction must occur during approved Authorized Service Interruption (ASI) windows. Minimum vendor qualifications include licensed and bonded commercial electricians, preferably OEM-certified Schneider Electric technicians, and proof of sufficient liability insurance. Interested firms must submit capabilities, experience descriptions, business size information, and relevant documentation to mark.sanderson@usmc.mil and corinne.beadle.civ@usmc.mil no later than 10:00 AM EDT, 27 July 2026. This RFI is for informational and market research purposes only; it is not a commitment to procure, and no payment will be provided for submitted information.

REQUEST FOR INFORMATION

M67854-26-I-0523

Marine Corps Systems Command (MARCORSYSCOM), is seeking information regarding industry capabilities and interest in a requirement to safely decommission, physically extract, and appropriately dispose of a high-capacity Uninterruptible Power Supply (UPS) system located in a decommissioned data center. The UPS is identified as follows:

Item Details

Manufacturer APC (Schneider Electric)

System Type Symmetra PX 250/500kW

Specific Component

IO Frame (Part Number: 0G-SYI0F500KMBR)

Associated Components

Power modules, intelligence modules, and all associated modular battery cabinets (quantity to be verified during site survey).

Electrical Rating 480V, 3-Phase (High Voltage)

Interested parties are requested to submit their capabilities and qualifications to perform the following:

Work Phasing

It is anticipated that the work will be completed in distinct phases to ensure safety and continuity of operations:

Phase Required Vendor Actions

1. Site Survey & Planning

Conduct a pre-removal walkthrough to assess floor loading, loading dock access, freight elevator capacity, and electrical panel locations.

Submit a formal Method of Procedure (MOP) for command approval prior to execution.

2. Electrical Make- Safe

Coordinate with Base Facilities/Public Works to transfer critical IT loads to alternate power or bypass. Perform certified Lockout/Tagout (LOTO) procedures to ensure the I/O frame and battery cabinets are fully de-energized.

3. Disassembly & Teardown

Safely extract all modular components (power modules, battery strings). Disconnect all hardwired electrical whips and conduit back to the originating circuit breaker or junction box.

4. Rigging & Extraction

Provide heavy-duty pallet jacks, riggers, and floor protection to safely move the I/O frame (which weighs several thousand pounds) and battery cabinets out of the facility without damaging raised flooring or doorways.

5. Transportation & Disposal

Load all equipment onto vendor-provided transport. Broom-sweep and clear the space of all debris post-removal.

Safety & Environmental Compliance

Due to the hazardous nature of UPS batteries and high-voltage electrical components, the contractor must have the capability to perform the following:

• HAZMAT Disposal: All batteries (VRLA or Lithium-Ion) must be transported and recycled in strict accordance with EPA regulations and local environmental laws.

• Certificates of Destruction/Recycling: The vendor must provide the command with formal documentation proving that all batteries and electronic waste (e-waste) were disposed of or recycled at certified facilities.

• OSHA Compliance: All work must be performed adhering to OSHA electrical safety standards (NFPA 70E), including the use of appropriate Personal Protective Equipment (PPE) for arc flash and heavy lifting.

Mission Impact & Coordination

• Outage Window: All electrical cutovers and high-risk extraction activities must be scheduled during an approved Authorized Service Interruption (ASI) window (e.g., weekends or after-hours) to mitigate risk to the USMC mission.

• Facilities Integration: The vendor must coordinate with Base Public Works or the Facility Manager to cap off exposed electrical conduits and address any floor tile gaps left by the removed frames.

• The vendor must provide all labor, rigging, transportation, and certification of proper disposal without causing unplanned disruption to the facility's critical IT operations

Vendor Qualifications

To bid on or execute this work, the vendor must meet the following minimum qualifications:

• Must utilize licensed and bonded commercial electricians for all electrical disconnection and LOTO procedures.

• Preferably utilize technicians certified by the Original Equipment Manufacturer (OEM -

Schneider Electric) for the safe teardown of the Symmetra PX architecture.

• Must provide proof of sufficient liability insurance to cover potential damages to the facility or critical infrastructure during rigging.

Interested firms should submit capabilities and experience descriptions, and any other relevant information to MARCORSYSCOM. Firms should also submit business size information. This information shall be submitted no later than 10:00 AM EDT, 27 July 2026 to mark.sanderson@usmc.mil and corinne.beadle.civ@usmc.mil. Submitted information will not be returned.
