FURNITURE REMOVAL/INSTALLATION SERVICE FROM CAMP KINSER BLDG#1399 TO CAMP FOSTER BLDG# 470 AND CAMP KINSER SCRAP YARD BLDG #340
SECTION I: DESCRIPTION OF WORK
1.0 SCOPE: The Contractor shall provide removal/installation services of Government-owned furniture from BLDG# 1399 Camp Kinser to BLDG# 470 Camp Foster and Government-owned furniture removal from BLDG# 1399 Camp Kinser to Scrapyard BLDG# 340 and Warehouse #326. The service includes loading, transporting, and unloading of furniture. The furniture installation list for BLDG #470 Camp Foster has been provided to the Contractor. The assembling, disassembling, loading and off-loading will be performed at BLDG #470 Camp Foster and BLDG 1399 Camp Kinser. Transporting and unloading will be made to Camp Kinser DRMO/Scrap yard and Warehouse #326. The Contractor shall provide all personnel, labor, equipment, tools, materials and a supervisor at all times necessary to accomplish this service. The contractor will ensure all furniture items are placed on pallets accordingly for easy transport. Contractor shall palletize all property prior to sending to DRMO.
2.0 GENERAL TASKS: On the service start date, the Contractor shall arrive at BLDG# 1399 Camp Kinser at 7:30am, and will be greeted by the billeting manager or a representative of the billeting manager. After the brief, the Contractor shall perform its service with the following specifications.
2.1 DRMO Policies: DRMO has specific time schedule for accepting furniture. The Contractor shall deliver up to two truckloads in the morning. Contractor shall palletize all property prior to sending to DRMO facility. The property shall be palletized by serviceable gear only and unserviceable gear only. The gear is not to be group together as serviceable and unserviceable. The contractor is responsible for providing their own pallets for this portion as well. The offloading and staging of furniture can start from 7:30 am and must be completed by 1:00 pm. The inventory and processing of furniture needs to cease no later than 3:30pm. DRMO will redirect the Contractor to their scrap lot located next to BLDG # 340 on Camp Kinser for all broken furniture. DRMO will accept up to two containers in the morning. The contractor will have an English-speaking representative during the entire contract period to aid in the timely offloading of the furniture.
2.2 Transportation of Furniture: The contractor shall exercise care in handling, loading, unloading and all furniture into a closed van or truck with an enclosed bed or flatbed vehicle with container. The furniture shall be transported in closed containers during inclement weather. Furniture will not be packed on top of each other as to prevent a safety hazard. Broken/unserviceable furniture will be separated from unbroken/serviceable furniture and stored in separate containers. Unserviceable furniture will be marked with the letter “U” on a piece of tape by the Billeting Manager or Rep prior to service starting date. If possible, similar items will be packed in the same container. The contractor shall mark each container with building number and provide a list of items with quantities that are in the container to DRMO personnel. The Billeting Manager or Rep will be responsible for identifying the broken/unserviceable furniture or the unbroken/serviceable furniture. When removing furniture from the barracks, ensure that personal items such as televisions, ironing boards, etc. are not loaded with the furniture in the containers. The Contractor should not load any other furniture except what is already listed.
2.3 Installation: Includes transporting the attached furniture from Camp Kinser BLDG#. 1399 into BLDG# 470 Camp Foster by corresponding decks (ex. Washers/Dryers in Laundry Rooms, Micro-fridges in each bedroom, etc.). The contractor is responsible for the connection of the electrical portion of the appliances except washers/dryers. The contractor is not required to apply floor protection during the installation of collateral equipment, however they will be held accountable for any damages to the walls or flooring during the installation of CE.
2.4 Clean Up: The contractor shall remove all materials and other debris, accumulated from occupant premises, as a result of disassembling, loading, and unloading of the furniture. The contractor personnel will collect and deposit at the location designated by government personnel. A general cleanup will also be conducted at the end of the furniture removal. The contractor is only responsible for trash and debris created as a result of service provided. The contractor is not responsible for preexisting trash or debris located on work site. The contractor is not required to apply floor protection during the removal of furniture however they will be held accountable for any damages caused to the walls or flooring during the removal of furniture.
2.5 Damage to Government Property: In all instances where government property or equipment is damaged by the contractor, a full report of the facts and the extent of the damages shall be submitted to the government representative within 24 hours following the incident. The government representative shall forward the report to the contracting officer within 24 hours of receipt. If the contractor is found at fault, the contractor shall be held responsible and will reimburse the government for all damages.
SECTION II: DEFINITIONS
3.0 Contracting Officer (KO): U.S. Government official authorized to enter into, make changes to, or terminate contracts on behalf of the US Government. Contracting Officers are responsible for ensuring performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding interests of the United States in its contractual relationships.
3.1 Government Provided Services: Services in the possession of, or directly acquired by, the Government and subsequently made available to the contractor.
3.2 Government Representative (Gov’t Rep): Government liaison, which functions as the technical representative monitoring, delivery and performance of the contract. Gov’t rep is not authorized to enter into any agreements, obligate the government or direct any changes to the contract. Gov’t reps (alternative gov’t reps) of this contract are also responsible for escorting the contractor to the work site when needed and securing keys of the buildings during the periods of performance.
SECTION III:
GOVERNMENT PROVIDED UTILITIES AND SERVICES
4.0 Utilities: Contractor shall be provided the use of utilities (i.e., water and electricity) when needed to perform the job. Contractor shall use the utilities conservatively. Lights shall be used only in areas where work is actually being performed. Water faucets or valves shall be turned off when not in use. The contractor shall be authorized to recharge batteries for tools used in the performance of this requirement. Use of Government telephones is not authorized.

SECTION IV: GENERAL INFORMATION
5.0 Period of Performance: The Contractor shall start the service from 15 Mar 2021 – 29 Mar 2021.
5.1 Working Hours: All work shall be accomplished between the hours of 07:30 am and 16:30 pm, Monday through Friday, excluding U.S. Federal Holidays.

*Note: If a holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday.
5.2 Typhoon Readiness: The Contractor shall depart military bases when Tropical Condition of Readiness 1C (TCCOR 1C or TC-1C) is declared by Military Weather Station authorities. The contractor shall depart military bases and monitor radio/television until it changes to TCCOR SW. When Tropical Cyclone Condition of Readiness “STORM WATCH” (TCCOR SW or TC-SW) is declared by Military Weather Station authorities, the contractor shall restart the service within 2 hours. In this case, services will begin the next normal workday at 7:30am.
5.3 Safety: The contractor shall be responsible for ensuring the safety of their personnel along with any other personnel who should enter the worksite. Requirements for safety will be strictly adhered to as they pertain to contractor operations and as required by Industrial Safety and Health Law and Related Legislation of Japan (ref: (a)), and Marine Corps Order P5100.8F series Ground Occupational Safety and Health Program.
5.4 Safety Plan: A written safety plan must be submitted as part of the contractor’s quote if the contractor intends to use overhead devices including (but not limited to): crane, cherry picker, etc., that would create an overhead hazard. If required the plan shall ensure compliance with Marine Corps Order P5100.8. Contractor shall address general safety guidelines as well as specific safety requirements, such as fall protection measures. Plan shall also address required training prior provision of required training prior to the start of work in order to perform the work safely. Training must be documented, and documentation of the training must be provided with the safety plan to include, but not to limited to, indication that proper equipment for the work will be utilized.
5.5 Key Personnel: There will always be a billeting manager or representative of the billeting manager present during the entire removal of furniture from the barracks to report any damages or problems that occur.
5.6 Contract Manager: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate(s), who shall act for the contractor when the manager is absent, shall be designated in writing to the contacting officer. The contract manager and alternate(s) must be able to read, write, speak and understand English.
5.7 Contract Personnel: The contractor’s employees shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the company’s name and the employee’s name.
5.8 Vehicle Instruction: Each contractor vehicle shall have the name of the company neatly exhibited.
