About this file

This document is a Unusual and Compelling Urgency Memo from the GSA Mid-Atlantic Region, justifying a sole-source contract award to Bamforth Surveyors for the Federal Executive Institute (FEI) Survey and Legal Description project. The GSA requires an expedited survey and legal description for the immediate disposal of the FEI from the Administrators Office, with a compressed timeline of 15 days for procurement and 30 days for performance, compared to typical project timelines of 60 and 150 days respectively. The assigned IDIQ contractor was unable to meet the schedule, prompting the recommendation of Bamforth Surveyors based on their agile capabilities. Bamforth Surveyors reviewed the scope of work and provided a proposal for $49,813, which meets the urgent project requirements under FAR Subpart 6.302-2 for unusual and compelling urgency.

SUBJECT: Unusual and Compelling Urgency

PROJECT: Federal Executive Institute (FEI) Survey and Legal Description

SOLICITATION: EQ3PCS-25-0009

In accordance with FAR Subpart 6.302-2 Unusual and compelling urgency, GSA seeks to sole source award to Bamforth Surveyors for the project: Federal Executive Institute (FEI) Survey and

Legal Description.

The GSA team was tasked with the immediate disposal of the FEI from the Administrators Office.

This requires the creation of a survey and legal description within an expedited 45-days from project identification.

This limits the procurement time to 15-days and period of performance to 30-days. Similar projects have a typical procurement time of 60-days and period of performance of 150 days for a total of 210-days.

The GSA team reached out to the assigned IDIQ contractor who responded they were unable to meet the schedule needs.

Open competition would make the timeline impossible and imped on government operations.

That contractor recommended the Bamforth Surveyors based on their agile abilities.

Bamforth Surveyors reviewed the scope of work and provided a proposal meeting the urgency for a fee of $49,813.
