About this file

This is a Request for Information (RFI) issued by the Maryland State Department of Education (MSDE) seeking vendor information on universal literacy screeners for grades Pre-K through 12. The RFI, numbered R00B6600212 with BPM reference 057727, was released on June 26, 2026, and is designed to establish a vetted list of approved screening tools that local education agencies (LEAs) can select from for mandatory tri-annual administration beginning in School Year 2026-2027. Screeners must be appropriate for one or more grade bands: Pre-K, K-3, 4-5, or 6-12, and must measure specified literacy domains including phonological awareness, alphabet knowledge, decoding, fluency, vocabulary, reading comprehension, and rapid automatic naming depending on grade level. The assessment must be administered three times annually (fall, winter, and spring) with administration times of 5-15 minutes for Pre-K (preferably under 10 minutes) and proportionally brief periods for other grades. Vendors must submit a letter of interest, completed technical reports, administration guides, scoring guides, teacher's guides, sample test items, and digital platform visuals by 5 p.m. on July 22, 2026, through the eMaryland Marketplace Advantage (eMMA) system. Questions regarding the RFI must be submitted by 5 p.m. on July 5, 2026. This is not a solicitation and no procurement will result from this RFI; rather, it is an information-gathering initiative to support future procurement decisions.

Screeners must demonstrate technical adequacy through peer-reviewed validation studies with minimum 0.80 reliability coefficients, strong validity evidence, and current normative data from the past five years. The assessment platform must be compatible with standard Maryland school operating systems and devices, support both teacher-administered and digital administration options, include multilingual and accessibility accommodations, provide user-friendly reporting for individual students and aggregated classroom/district-level data, and integrate with common student information systems. All digital tools must meet federal and state accessibility requirements per Web Content Accessibility Guidelines 2.2, comply with COMAR 14.18.02 security standards, maintain 99.5% uptime during administration windows, and complete the K-12 Community Vendor Assessment Tool Lite-V4.1. Vendors must provide comprehensive training resources, administration protocols, and ongoing technical assistance for various school personnel including classroom teachers, school psychologists, reading specialists, and special education teachers. Small, minority, and veteran-owned businesses are encouraged to respond. Vendors previously rejected for K-3 screener adoption under RFI #R00B5600154 may not resubmit for K-3 consideration unless the screener has been updated with new supporting research, though they may submit screeners for Pre-K or grades 4-12 consideration.
