Unique Qualifications – Full Text
PL 106-20 requires the NPS to administer the Wild and Scenic River designation in collaboration with the
River Stewardship Council, consistent with the Partnership Wild and Scenic River model. The cooperative agreement with Sudbury Valley Trustees serves to implement this model by providing funds to implement annual workplans of the Council in implementing PL 106-20 and the River Conservation
Plan. The Council has chosen Sudbury Valley Trustees as the Council member best suited to enter into a cooperative agreement with the NPS through a unanimous vote. Sudbury Valley Trustees has been serving this role since the designation, for close to twenty years, and is thus uniquely qualified. Sudbury
Valley Trustees is a 501 (c)3 nonprofit organization, with a long and successful track record as a regional conservation organization operating in the watershed. Based on these factors no other entity could fulfill this purpose for the Sudbury, Assabet and Concord Wild and Scenic River.
