VEHICLE MAINTENANCE UNIFORM AND COVERALL RENTAL &
LAUNDERING SERVICE
PERFORMANCE WORK STATEMENT
10 July 2024
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, supervision, personnel, equipment, tools, supplies, transportation, materials, and other items necessary to ensure that uniform and coverall rentals, and laundering services are performed for the 377th Logistics Readiness Squadron, Vehicle Management Flight, Kirtland Air Force Base (KAFB), Albuquerque, New Mexico, as defined in this Performance Work Statement (PWS), in accordance with contract requirements.
1.1 The contractor shall accomplish all tasks to meet the requirements of this PWS and the Service Delivery Summary (SDS). Requirements include furnishing/leasing all uniforms, coveralls, and jackets; laundering uniforms, coveralls, and jackets off-site; transporting clean uniforms, coveralls, and jackets to and soiled uniforms, coveralls, and jackets from KAFB; and repairing and/or replacing unserviceable uniforms, coveralls, and jackets. The uniforms, coveralls, and jackets will be exposed to engine oil, differential oil (90W), transmission fluid, power steering fluid, anti-freeze, brake fluid, gasoline, diesel fuel, jet fuel, etc. The contractor shall ensure that its operations comply with any applicable Environmental Protection Agency regulations for handling uniforms exposed to such materials listed above.
1.1.1 UNIFORM/COVERALL RENTAL. The contractor shall provide uniform shirts, pants (hereinafter referred to as “uniform(s)”), one and/or two-piece coveralls (overalls and shirts), and jackets to Vehicle Maintenance to be worn to perform vehicle maintenance duties IAW AFMAN 91-203. Jackets will only be required for 6 months out of the year (November-April) during the colder season. Jacket laundering will only be required on the last week of every month.
The uniform shirts being rented shall be long/short-sleeved, collared, button closure light weight shirts with dual chest functional pockets. The uniform shirts shall be comprised of 65% polyester and 35% cotton, IAW AFMAN 91-203. The color of the uniform shirts shall be the color navy blue with a grey accent.
The uniform pants being rented shall be medium weight denim jeans comprised of 100% cotton.
The denim jeans shall have a brass button closure, dual hip pockets, and dual back pockets.
The coveralls being rented shall be light to medium weight two-piece overalls and long/short-sleeved shirts and have a durable zipper front close with functional dual chest pockets and hip pockets. The coveralls shall be comprised of 65% polyester and 35% cotton in the color, navy blue.
1.1.2 UNIFORM NAME TAPE AND MARKINGS. The uniform shirts are required to have approved name tapes and markings in accordance with industry standard. The required name tapes and markings for uniforms are as follows:

The front right-hand side of the chest shall be the first and last name of the technician. First name shall be on the first line of the tag and last name shall be on the second line.
The front left-hand side of the chest shall state, “Kirtland AFB Vehicle Management.” Kirtland AFB shall be the first line on the tag and the second line shall be Vehicle Management.
The left sleeve marking shall be a United States Flag on the left sleeve.
The denim jeans and coveralls shall not include name tape and markings.
1.1.3 QUANTITY AND SIZING OF UNIFORMS AND COVERALLS.
The contractor shall provide approximately sixteen (16) technicians with eleven (11) uniforms each and one jacket each. Number of technicians may vary from time to time.
The contractor shall provide 38 pairs of one/two-piece coveralls, sizing TBD. The coveralls will be kept on-hand and will be issued to technicians on an as needed basis.
The quantities and sizing of uniforms and coveralls are subject to change due to personnel turnover. The Government will return any uniforms and/or coveralls that are no longer required due to personnel change at the time of pick-up. The Government will also notify the Contractor at the time of pick-up of any changes to technician personnel to allow the Contractor to provide new uniforms and/or coveralls within 10 business days.
At time of award and for any changes to technician personnel, the contractor shall provide at minimum, a size chart with comparable sizing to normal pant and shirt sizes, for the technicians to determine their appropriate size of uniform and/or coveralls. The technicians shall have the ability to exchange their uniforms and/or coveralls for a different size during the period of performance of the contract. The Government will notify the Contractor if any exchange(s) are needed at the time of pick-up and will allow the Contractor 10 business days to provide the new size of uniforms and/or coveralls.
1.1.4. UNIFORM AND COVERALL LAUNDERING. The contractor shall provide laundry service for at estimated five (5) uniforms/coveralls for up to 25 technicians every Wednesday, unless a Federal Holiday - refer to paragraph 1.1.5 & 2.2.
1.1.5. UNIFORM AND COVERALL TRANSPORTATION. The contractor is required to provide pick-up of soiled and unserviceable uniforms and coveralls and deliver the clean and serviceable uniforms and coveralls every Wednesday between 0900 and 1100 to the 377th Logistics Readiness Squadron, Vehicle Management Flight located at 8552 I Ave, Kirtland AFB NM 87117 Building 20341. In the event that Wednesday is a Federal Holiday or Air Force Global Strike Command Down Day, the contractor shall provide transportation services the next KAFB business day between 0900 and 1100.
1.1.5.1 COUNT OF UNIFORM/COVERALL. The contractor and Government will count the type and quantity of soiled uniforms and coveralls picked-up, and the contractor will provide the Government a laundry ticket documenting the information. The Government will use the laundry ticket to verify the type and quantity of clean uniforms and coveralls delivered. Discrepancies will be addressed by the Government to the Contract Manager immediately.

1.1.6. UNIFORM/COVERALL REPAIR AND/OR REPLACEMENT. The contractor shall provide service free of charge to repair and/or replace rented uniforms and coveralls as necessary if damages are due to normal wear and tear in performance of vehicle maintenance duties.
Inspection of the garments will take place by the Government. The Government will provide the Contractor with a repair request slip at the time of pick-up by flagging the area of the garment(s) needing attention. All repairable tears, rips, loose name tapes/markings, loose buttons, or missing buttons to the uniforms and coveralls shall be repaired or replaced. Uniforms and coverall replacements or repairs shall take place within 10 business days from the time of being notified and shall be delivered to the Government.
Damage to rented uniforms and coveralls caused by negligence or misuse, will be the responsibility of the Government. Nametapes and approved markings from damaged uniforms shall be transferred to new uniforms free of charge provided that nametapes and approved markings are in serviceable condition. If uniforms or coveralls are damaged due to negligence or misuse, payment will be made via the Government Purchase Card outside of this contract. The damaged uniform or coverall shall be delivered to the Government during the next scheduled pickup/delivery for inspection prior to replacement, unless otherwise directed.
2. GENERAL REQUIREMENTS
2.1 HOURS OF OPERATION. The contractor shall provide delivery and pick up services required under this contract as specified in Paragraph 1.1.5.
2.2 RECOGNIZED HOLIDAYS. The contractor is not required to provide service on the following days.

2.3 AIR FORCE GLOBAL STRIKE COMMAND (AFGSC) DOWN-DAYS. The contractor is not required to provide service on any day AFGSC has deemed a down day. Down days will be communicated to the Contractor by the Contracting Officer with as much notice as practicable.
2.4 SECURITY REQUIREMENTS AND BASE ACCESS. The contractor shall ensure that pass and identification items required for contract performance are obtained for employees and non-government owned vehicles in accordance with applicable contract clauses. A KAFB Pass Request Form, as well as a criminal background check through the National Crime Information

Center (NCIC), is needed for contractors to access the base. The process for background checks may take up to 10 business days. Once approved, contractor(s) must provide current driver’s license, vehicle registration, and auto insurance.
2.5 ENTRY GATES. Vehicles are subject search. Trucks that have 2 axles or more must utilize the Kirtland Contractor Gate located at Hickam Ave. SE and Truman St. SE, which closes at 1600hrs (4:00PM). If access is needed after that time, contractor(s) must utilize the Truman Gate.
2.6 CONTRACT MANAGER. The contractor shall provide a contract manager who will be responsible for the performance of the work. The name of this person and the alternate(s), who will act for the Contractor when the contract manager is absent, shall be designated in writing to the contracting officer.
2.6.1 The contract manager or alternate(s) shall be available during normal Government duty hours. When contract issues arise, the contract manager or alternate(s) shall be available within 24 hours to meet with government personnel at KAFB.
2.7 CONTRACTOR PERSONNEL. Contractor personnel shall present a professional appearance and be easily recognized as contractor employees. The Contractor shall provide personnel working at KAFB with a method of identifying the company name, employee’s first and last name, and job title. This may include a name badge, company shirt with employee’s name, etc. Employees must wear identification at all times. Contractor personnel shall present a professional demeanor at all times while on KAFB.
2.7.1 The contractor shall not employ any person who is a spouse or dependent child of a Department of Defense employee (either military or civilian) when such DOD employee would be placed in a conflict of interest by virtue of such employment.
3. QUALITY CONTROL. The basic quality management system must provide for the appropriate controls of service characteristics and attributes during performance, and include inspection and test criteria/methodology/data that is used to verify/validate conformance to acceptance criteria established for the contract. It should describe specific policies, procedures, and practices and identify quality responsibilities for all operational interfaces.
4. QUALITY ASSURANCE. The Government intends to evaluate the contractor’s performance under this contract. Government personnel with the 377th Logistics Readiness Squadron, Vehicle Management Flight will record all surveillance observations. When an observation indicates defective performance, the Government will notify the contract manager or alternate.
Government surveillance of performance items not listed in the Service Delivery Summary (SDS) may occur during this contract.
