About this file
This Sources Sought Notice (SSN) is issued by Army Contracting Command - Redstone Arsenal (ACC-RSA) for the Program Executive Office Intelligence, Electronic Warfare & Sensors (PEO IEW&S). The government is seeking vendors capable of developing ground-based counter surveillance and reconnaissance (CSR) capabilities against space-based threats. Interested companies must demonstrate current capabilities including: producing terrestrial CSR prototypes, employing staff with Top Secret/SCI clearances, maintaining an SCI-compliant facility, and ability to communicate via secure systems like JWICS.
The solicitation requires vendors to respond by 1200 Noon CST on 16 December 2025, submitting a two-page response via JWICS, ASEP, or SIC email systems. Vendors must provide company details including name, cage code, unique entity ID, and point of contact information. The government may use System Engineering and Technical Assistance Contractors (SETAC) and Federally Funded Research Development Centers (FFRDC) to review responses. The notice utilizes authorities under 10 U.S.C. §4022 and §3458 for prototype and innovative commercial solutions, potentially resulting in an Other Transaction (OT) agreement using a Commercial Solutions Opening (CSO) pathway.
