About this file
This is a Performance Work Statement (PWS) for buoy maintenance and mooring services at the Unalakleet River entrance in Alaska.
The contractor must provide all labor and materials to prepare, moor, maintain, remove, store, and transfer six Coast Guard-furnished plastic/foam buoys for the navigation season. Buoys shall be installed on June 1 (or as soon thereafter as ice conditions permit) and removed on November 1 (or earlier if required by ice conditions). The contractor must employ a competent person with local knowledge to install buoys in positions that best mark the channel for large vessels. Three red nun buoys numbered 2, 4, and 6 mark the right side of the channel (increasing from seaward), while three green can buoys numbered 1, 3, and 5 mark the left side, all marked with appropriate retro-reflective tape. The contractor must supply the mooring system (anchor, chain, and line) and maintain sufficient strength to withstand maximum tide and swell combinations. Any buoy destroyed, lost, or dragged from position must be replaced within 72 hours; if replacement cannot occur within this timeframe, the Arctic Coast Guard District Office of Waterways Management must be notified at (907) 463-2262 or the 24-hour duty officer at (907) 463-2000.
Compensation is structured as interim payments: 30% upon preparation and installation with GPS documentation and chart notification; 50% upon removal with condition reporting; and 20% upon storage and turnover to the next contractor on or about April 15. The contractor must obtain GPS coordinates for each mooring location, mark positions on Coast Guard-furnished charts, post one copy publicly in Unalakleet, send copies to specified Coast Guard addresses, and submit invoices through IPP. The contract encompasses a base period plus four one-year options.
